A number of property owners of Burlington street were present in an endeavor to have that street im proved without further delay. Mr. Aycr, of the St. Johns Lumber Co., acted as spokesman, and he said otic of the things St. Johns most badly needed was at least one good roadway to the water front and to the south and cast parts of the city. tie uciicvcu it poor policy to im prove witli anything but hard snr face, since there was so little differ ence between it and macadam. While he was particularly anxious tliat a good stiect be constructed from the water front up, yet he said lie did not care if it be Burlington, Salem, or some other good grade street. He believed that one good street in each direction would prove of wondrous benefit to the city, ami a good Investment if a little excess cost had to be taken care of out of the general fund. Alderman Hill stated that the water front was really the city's "meal ticket," and a good roadway to it was a dire tie cessity. Aldermen Hiller, Vnlen tine and Davis also were heartily hi favor of the improvement of Burlington street, since the eiigiti cer bad estimated the greatest ex cess would be no more than $745 Alderman Horsman, however, disapproved of it 011 the ground that it was poor policy, to take money out 01 me general itimi lor any street improvement. Mr. Hill also favored the idea as a splendid one. The engineer was directed to make a report along this liue. RIGHT HAND RULE. Th Way It Is Applied In Driving and In Navigation. London's drivers, sitting ou the right sldo of the driver's sent, turn to tho left. Why? In order that looking down nt the right side of tho vehicle they may gnugo to a fraction of an Inch tho hubs of n vehicle meeting them. In tho United States thu driver still preserves the right side of the cat and In turning to tho right of the roadway has the least knowlcdgo of whero tils bubs may be In passing. Hut In International navigation the right hand rules always obtain. It Is tho narrow channel winding Into 11 port whero the extrcmcst of emphasis Is laid upon tho vessel keeping to star board, no matter how many crooks and turns nnd loops the channel may rnnlie. This was Illustrated Iu a collision on the Whangpoo river, In Chlnn. when tho Pekln nnd the Normnndlu collided. Tho Normniidlo was descending the stream, keening to starboard. Tho j Pekln was ascending tho channel, keeping to Its starboard. At a siinrp turn In tho channel the two boats collided. Tho Pekln' master declared that owing to the shnrp bend In the river It was a "crossing" ense. In which the Normniidlo wns to blnme. In tho houso of lords, however, It was held that the right of any chaniiol of any degreo of sinuosity lay at tho right of the channel's center; tlmt, therefore, when tho Pekln fnlled to observe the rulo In the sharp bend and "cut across" it became an offender against tho law nnd must pay dnni ages.
