THE ST. JOHNS REVIEW BY A. W. MARKLE T Published Every Friday At 117 West Burlington Street. Thk Ritvirtw Is entered nt post office In Saint Johns, Oregon, as umll matter of the second class under the Act of Con gress of March 3, 1879. OfflcUl Npper of tha City of Bt Jehm. AiUgrtlnIng rttfi, $1.00 per Inch pr month. Subscription prlco $1.00 per year. An exchange tells us of seven kinds of "town killers." First, the kind who go out of town to do their trading; second, those who nre opposed to improvement; third, those who itnngiue they own the town? fourth, those who deride public spirited men; fifth, those who oppose movements not origi tinting with themselves; sixth, those who oppose every movement which does not appear to benefit them; seventh, those who seek to injure the credit of their neighbors. I In another column appears n short history of W. C. North, who is a candidate for Sheriff of Mult nomah county at the April prima rius. We have known Mr. North personally for several years and ever found him to be a most pleasant and agreeable gentleman. Am chief field deputy of the assessor's office, he has had much to do with St. Johns, and his judgment of values in this city have apparently met with gen ernl satisfaction. We believe he would make a most efficient nnd cnrefnl sheriff. While differing from us in a political way, we be lieve in county affairs at least that it is the mini and not the political faith that should receive the support of all voters. Therefore, we shall take pleasure in advocating the candidacy of Mr. North for Sheriff of Mult nomah county. 1 mi. minis siioiiki own Its own water works, electric light plant, Homing plant lor me city, also a public jHirk. The arc things that could Im easily acquired and become self supporting at the start, with the exception, of course, of the park. The city jmys enough each year tor street lighting alone to pay the expenses of a good sized uiectric plant. .Municipal owner ship is a fine thing sometimes. Port land has proven this. With sev eral millions of dollars in debt 011 its water system and going in deep er all the time, with a very iusuifi cieul sinking mud, that city has reduced its price of water that it may sink stilt deeper into debt. Now no private corporation could do this, Its credit would soon become uxhausted. lint a city's credit is id most unlimited. It's so easy to place Hie price ol a commodity below cost and then call tiKn the dear people 10 uuiKu tit) the ilelicleiicy liy issu tug bonds. Upon recommendation. ol tlie street com mittee, permission was granted on motion of Alderman llorsmau. A petition for transfer of liquor license from Hn17.ec & Mallon to Mallon & Peterson was prayed for and granted upon being sanctioned by liquor license committee upon mo tiou of Mr. Ilorsmuu. R. K. Me Iutirc filed a complaint against the St. Johns Water Co. on account of wood being piled on the street in front of the plant. Believing it to be a case of spite work, and aware of the fact that the street is unim proved nnd impassible for team, council deemed it best to take no no tiou at present, and on motion of of Alderman Muck the document was filed. A. I). Robinson asked for an ex tension of Co days' time on the im provement of Tioga street, entering the plea that inclement weather and unfavorable conditions mnde this necessary. On motion of Mr. llorsmau the extension was grant ed although Alderman Bredeson was firmly against doing so, con tending that if the contractor had started the work as soon as the con tract was awarded and had not de layed the work three weeks in get ting started, tlie extension of time would not hove been necessary.
