The new promotion manager, 11. V. Craw shaw of Astoria, was present and impressed all with being well quail' Tied and thoroughly conversant with the details that go to make up a successful organization. His ad dress was a splendid one, and the ideas he advanced sound, logical and appealing. Mr. Crawshaw made a hit with the club K. C. Couch asked for the endorsement of the club on a petition requesting the county commissioneis to oper ate the present ferry boat, begin ning Feb. 15, until the new boat is placed in commission. Indorse ment unanimously given. It was decided to exact no initiation fee from new members until March 1. Mr. Couch advanced the proposition of St. Johns securing a federal post office building in St. Johns to cost approximately $40,000, which he believed could be secured with con certed effort. Committees to look after this matter, also express office and telegraph office for St. Johns were to be appointed by the chair on motion, and that St. Johns be given a place by itself in Polk's di rectory. Owing to lack of space we defer going into details of these propositions until next week, when we will also give the main points brought out by Mr. Crawshaw in bis address. Promoters of a spark extinguisher asked the assistance of the club in securing a location for a plant here. This will also be dealt with next week, The Seamy Side of Life. This improvement is of vital importance to St. Johns, as it leads directly to the water front. To our mind, however, the improvement should be continued to take in the block on Burlington between Jersey and Kellogg. The improvement as planned , in any event, will be a splendid one, and reflects great credit on the dads for starting pro ceedings. At the same meeting a resolution was passed directing the engineer to prepare the data for the improve ment of Fcsseudeu street from Buchanan to east city limits in a similar manner, Holbrook brothers, the greatest boosters for street im provement that St. Johns has ever had, having agreed to take care of any excess cost over the 50 per valuation of property. Few such instances of public spiritedness are recorded iu the annals of any city development. Portland is now un winding the red tape involved in hard surfacing the extension of Fessenden street (or Edward as it is called after it leaves the limit of this city) and other streets connect ing with it so that a hard surface pavement will be iu force from Uuchanau street clear into the heart of the city of Portland by next winter. Negotiations are uow going on between the council, and the Port land Railway, Light and Power Co. for the hardsurfaciug of Dawson street, from Jersey street to the city limits, and it is believed a satisfac tory arrangement can he made for this improvement. Portland, it is assured, will meet this hard surface next summer, giving another hard surface route to the city. Baltimore street will also be hard surfaced with concrete as soon as the weather permits. There is some talk on the part of property owners to improve Ivanhoe street with hard surface almost its entire length. Thus it will be seen that good streets in St, Johns is only a matter of a very short while. The Review was delivered by carriers last week in au attempt to get one in every house. On ac count of the wretched condition of the streets aud weather, the distri bution was far from satisfactory. If any subscribers failed to get a copy we would be glad to have them come to the office and secure one. Or if any one desires to seud copies to friends in the East they may be freely obtained as long as the sup ply lasts. JERSEY ST. Bank Increases Capital At the annual meeting of the stockholders of the First National Bank of this city, held on Tuesday of this week, the Increase of the capital stock of the bank from $25, 000 to $50,000 was authorized, to take effect April 1st next. This will give that institution a total pro tection to depositors of $110,000, divided as follows; paid in capital stock $50,000, earned surplus since negiuning business tour years ago $10,000 and additional stockholders' liability $50,000, aud will place the bauk in a better position thau ever to take care of the bauking needs of this rapidly growing community. For the freshest and choicest meats of all kinds, visit the St. Johns Meat Market on Jersey street. o rn O (73 (A Commendable Project The suggestion on the part of Mayor Couch that the unemployed of St. Johns be furnished with em ployment by the city Is a most mer itorious one, aud the beauty of it is that it would prove a benefit all around, and none would be the loser. The proposition, as he pre sented it to council, was that of cutting wood on the Gattou farm. Mr. Gattou, it is understood, wants his laud cleared, aud is will ing to give the wood for having the clearing done. The city pro poses to furnish thr labor, aud use the wood for the city hall or sell it to poor families iu the city at act ual cost, which would be below the present market price. There are quite a number of unemployed iu St. Johns this winter, who want employment, and need employment to keep their families in any de gree of comfort. This solution of the employment problem looks good from any point of view. If Port land would adopt a like method of taking care of its unemployed, des titution would be almost wholly re lieved in that city. The firm of Welton, Kibbe & Cochran was awarded the contract for the construction of a pumping plant and a three-mile supply main at Elma, Wash., the total value of the improvements to cost $14,806, Water is to be procured by develop ing a group of springs located about three miles west of Elma and it will be brought to the town by the means of a pipe line. The contractors are to commence construction work at once. T. II. Cochruu of this city is a member of the firm. 0 The goods of Lang & Co. have been removed from the Holbrook building ou the corner of Philadel phia and Jersey streets, and the store room is being entirely remod eled. The front is being changed iu a mauner that will make a vast improvement in appearance and convenience and the interior is be ing overhauled aud re-embellished. Johnstone, the Toggery man, will occupy the same as soon as it is completed. o First Christian Science Society: Sunday 11 a. m., Wednesday, at 8 p. m, Reading room open Tues day and Saturday from 2 to 4 p. m.
