Whnt's the odds so long ns both arc satis fied ? They get w!mt they harKain for, and it is nobody else's business. In these days of loose morals it seems to be'qtiite the thing for men of wealth to discard their wives nnd marry another. It is just legalized adultery, which is infinitely worse than polygamy. Had the Porce girl been wealthy herself no fault would have been found by society or theclergv. It is something that hanneiis every day of the year with out comment the union of old age nnd youth. 1 The water company has been sc verely criticised for charging 1 cents nor foot for lowering tlie wn ter mains and laterals, vet by vir tlie of an ordinance passed unan molts v. In November, ioo.'l, ant signed by Kx-Mayor Price, it is empowered to do so. Further than that, bv the same ordinance it is permitted to clmrge the same pric on all cross streets and nlso for the cost of labor and material for (lis connecting and connecting the pipes The only charge the company Hsu nllv makes is 10c per lineal foot 111 fiout of the abutting property, am nothing for cross streets or connect iui! expenses. The water couilHiny could lemillv exact more than it is doing, yet men will kick. While an association like the St Johns Progressive association, whicl was lecently oiguniml, could be o inenlculable good to any city, ye it require very careful handling to prevent matters creeping in that would prove moie harmful than otherwise. Home men can see only one side of nnv micstiou, anil can not look nt matters other than from their own standpoint. On account of being conceived without due foiuthotight and iuvcNtigatinu.dras lie steos arc sometimes taken 011 the spur of the moment that arc ic gretted alter calmer consideration Such, we believe, was the case at last week's meeting. Resolutions were adopted that would not have been adopted had a week's time been given to consider them before adoption, home ol tlieiu are so drastic and disastrous to the city' reputation, that while we publisl them as a matter of news, believe thuy will augur mote ill than good Hut when it is realized that they wuru adopted by not more than 2$ of our citlxen. their effect will not bu ati widely effective hs if more Hoplu fnvoiud their adoption. Ileie men low ol tlie mensuies: rirst condemnation of the action of the city engineer in accepting sewei woik "when he evidently did not know of his own knowledge the faulty manner in which the work wus done." If he tlid not know the woik was faulty, as the resolution avors, why should he not accept ? Second, condemnation of the ma iority of council in accepting sewe "whuu it had Itceu ieeutedly fchown that the wswer could not mmwuI answer the piiiMHie for which whs intended. Ibis luu never been proven, nllhotixh it bus been intimated that the sewer would not do the work for which it was in tended. It has liven clmiged and upheld that the swificatious have not been followed to tlie letter, am this, we believe bus never been de uied. While the meaning in these two imragrsphs may lie ithovv ie proacli, tlie wording is not, and in public documents the phrasing iiuikt uver le taken st its face value Thiid.coiideiiiuution of the "has ty action of the city mayor and ie colder in issuing ami delivering some f sS.ooo win tb of warrants Why diserimttiate 111 this mutter? The city attorney iiiforms us that every mayor ami leeouler that St Johns ever bad has used the same "haste." Why not condemn them all, if any? It is only lately that the assetisiiient oidinauce has been tecoguiicd; pteviotisly it was ig noted altogether. Hesides prece deuce, the present mayor and re corder were further fortified by 1 involution of council authoriitiug them to sign warrants. If the pre cut mayor and recorder are to be censured for their action, former mayors and recoider are to be blamed even more for establishing the piecedeut. Fourth, "We demand that the mayor and recorder immediately re call said illegal and worthless war rants and destroy them." It seems to us that if we held anv of the so- called worthless warrants we would liaug on to them until nettur onus were supplied- As it is iiiitHisnible to supply genuine warrants until the assessment ordinance is tmssed, it is apparent that this demand is most unreasonable. Sixth. That the water works "are deemed wholly inadequate to supply a sufficient amount of water for domestic use and fire protection: that much of the equipment is worthless and would have to bo re placed almost at once." A more unjust statement could not ha imule Stories of Success CORNELIUS N. BUSS Power Is novor so far from necessity. Rfssiti.t., Ass't Cashier one that could do more hat 111 to the city than anything that couli be uttered. No one wants to come to a city where the water supply is in such a condition ns intimated in this tesolutiou. Isn't it a htirlcsqti 011 the title given the association Its justness might be determine! when It is known that the capacity of Portland's water system with about 210.000 population Is 23,000 000 of gallons per day, according to the water engineer's statement over the phone yesterday. Mr. hdlcfscti informs us that the picscut capacity of his water plant Is .1,, 100,000 gnl Ions daily for our 6000 population This gives loo gallons to the indi vldiial through the superb water supply of Portland as against a lit tie over 715 gallons per individual tier day through the "Inadequate worthless" equipment in St. Johns Very little is "nearly worthless in the way of equipment. A new pump of 00,000 gallons hotitly ca pacitv was installed last mouth which makes two of the same ca pneity at the well, and the greater portion ot wooden pipe liasoccu re placed with cast iron. It is true that in a few instances the pipes are becoming inadequate, but these are being enlarged right along. The fact of the matter is that St. Johns has one of the best water systems in the West, furnishing the best am purest of water, a much better sys tern than a suburb of Portland has or ever has had. Little judgment was certainly used in drafting thi resolution. Seventh. If the statement has gone abroad (which we do not be lieve has) that "the dty govern incut of St. Johns is tottcii to the core," who and what is rcsKusi ble for its being scattered abro.11 Wasn't it the very tieonle who adopted this resolution, which gave a false impression of the con ditious in St. Johns? because pre cedent had been followed in the matter of issuing warrants and be cause four cotiticilmcn had seen fit to take expert testimony in sewer acceptance are the sole reasons as signed that the officials are rotten to the core. It theie are more lea sons than these we have failed to to learn them, We believe the St. Johns Pro gressive association means well, at least the majority of the members do. but thev acted inshlv in passing this set ot resolutions. It smacks more of retrogression than piogres sion. Knocking docttirt Help 1 city, neither docs making mount dins out ot mole mils. II evils ex- nt, knocking and kicking will not effect a cure. It has ever been the policy of this ixiper to tipholi the good name of the city, advance its niteiests and promote Its welfare as much as possible. Therefore, in pursuance of that policy, it eon! not publish the resolutions adopted liy the bt. Johns Progressive assocl atiou without showing at least that there were two sides to the propo sitions advanced.
