doing. The first reason given in
volves the rock crusher proposi
tion. Mr. Iliirlbcrt says that Mr.
Ncase can cease to furnish rock for
the city streets now by forfeiting
Ji.Soo. This we will not attempt
to deny, because it is n fact. He
further states that Mr. Ncase is a
business man. This is also true.
Therefore, being n business man
ami a good one, he saw an oppor
tunity of doing a stroke of business
with the city ol it. joliiis. Jic
made a proposition to the city
council of operating its rock crush
er and using its rock, which was
gladly accepted. He agreed to fur
nish rock for the "streets of the
city of St. Johns" at a rate of 85
cents per yard with a rebate to the
city of 2j4c per yard for use of
the utilities. He ostensivcly made
this very low rate because under
the terms of his contract he could
charge any price he saw fit for
rock not used on the "streets of the
city of St. Johns." Here is where
his profit was to come in. He will
tell yoti,ashchas told the editor nnd
others, that some of the rock he
furnishes to the city of St. Johns
costs actually more than 85 cents

the city was operating the plant
the average cost of production cr
yard was greatly in excess of 85
cents. Mr. Ncase, however, is
satisfied with the arrangement, be
cause he can sec where he can dis
pose of large quantities of rock ut
prices much greater than received
from the city. lie stated before
the council Tuesday night that he
was receiving $1.35 and Si. 50 per
yard at the bunkers for rock for
Flake, Dawson and Lombard streets
in Portland. Therefore, so long
us St. Johns docs not annex, it Is
reasonable to expect that he will
not throw up his contract and lose
$1500 in cash, although he CAN do
so. Hut if St. Johns is annexed to
Portland there will be NO streets
in the CITY of St. Johns. No
court in the laud could hold that a
man who contracts to furnish rock
for the streets of the city of St.
Johns must by virtue of the same
is paid for "St. Helens rock," be
cause Mr. Ncase, T. II. Cochran
and others claim it is harder, more
durable and breaks sharper. We
have thus very conclusively proven
that with annexation 85 cent rock
will vanish from our midst.
Mr. Hurlbart grew a little incon
sistent when he states that Mr.
Nease can furnish Portland with
rock at $1.50 per yard until he has
enough to offset the bond, and
little farther on intimates Portland
can get as good rock at a much less
price. Certainly that city would
pay Mr. Neasc 1. 50 per yard and
pay ferry charges besides if it could
get rock cheaper nearer home with
no ferry ch arses to pay. The
"head man" Mr. Hurlbcrt m:n
tions, if he is on to his job at all,
knows that the city engineer of
Portland estimates all rock for
street purposes at $1.50 per yard
at the hunkers.
As to the water question, why
discuss it? Mr. Hurlbcrt knows as
wc know that annexation will in
nowise change the situation here
for years to come, unless the local
company desiws to dispose of its
holding. And if it is making as
much as many people imagine why
should they desire to sell? They
have a "cast iron cinch," and why
"kick against the pricks? ' They
only puncture deeper. Hut if dis
cussed from a standpoint of com
parison in rates, wc will certainly
concede that the rates arc lower in
Portland than St. Johns, if the lay
ing of pipes by property owners
and taxes for water bonds arc not
taken into consideration. Hut when
Portland had a dozen or more times
the population St. Johns now has
the rate was higher than It now is
here. Wc might go farther to
Vancouver, Wash. where with a
population oi several times what we
have the rate is today 20 per cent
ligher than obtains in St. Johns.
Hut what's the use?
As to "if one is benefited all will
be" proposition, it depends upon
one's point of view. If wc pay one
dollar per mouth for water, os wc
are now doing for this office, from
our paint of view we believe wc are
benefited more by paying this one
dollar per month for St. Johns wa
ter mid using all we care to than if
we were paving 50 cents per mouth
for the inferior surface water of
Hull Kun which we could get ac
cess to only when the rest of the
population is asleep, as has been
the case the past .summer in many
of the suburbs of Portland. Our
neighbor might believe he was more
benefited because he saved four
bits per mouth 011 water. All a
matter of opinion, the theory of
"ratio and proportion" to the con
trary notwithstanding.
If Mr. Hurlbcrt will give our last
week's editorial n careful perusal
he will find that he is mistaken, not I

Why pay rent any longer when you can own your home and pay for it out of
your monthly earnings? For further information, phone Columbia 80,
contract furnish rock for the streets
of the city of Portland after the
former has ceased to exist. If it
could be so, could the contractor
discriminate between any particu
lar sections of Portland ? Certainly
not. "Ratio nud proportion" would
not permit it. If the streets of the
city of St. Johns nlso means the
streets of the city of Portland, one
portion of that city has as much
right to the same price as another.
In that event after annexation Mr.
Nease would be required to furnish
rock for the entire city at 85 cents
ler yard, and he would have no
chance to make his profit by selling
rock to Portland contractors, as is
now the case. The fact of the
matter is that Mr. Nease would be
violating no provision of his con
tract after annexation if he refused
to furnish rock at less than It. 50
Ier yard, because he is permitted to
charge as much as he pleases for
rock for use on the .streets of Port
laud. After annexation, of course,
all our streets will be streets of
Portland. Another paint: The
city of St. Johns, by virtue of its
contract with Mr, Nease, receives
10c per yard for all rock sold for
other purtxxses than for its streets,
and our city is now receiving ten
ceuts for every yard of this rock
that is being placed on Portland
streets, iiieretore, Mr, rsease can
and must refuse, after annexation,
to furnish rock for our streets at a
less price than he charges for other
streets of Portland, because it would
be discrimination and "class legis
lation." Hut Mr. Nease. can hold
his contract, unless the city of
Portland repudiates all the con
tracts St, Johns has enteral into.
He stands ready to supply rock for
our city streets at 85 ceuts, but
when they become streets of Port
land all he has to do to hold the
quarry and utilities is to pay into
the cltv treasury ten cents for every
yard of rock taken out, and he can
charge for the product as much as
us. Wo did not state that the in
dustries mentioned came here be
fore St. Johns "was." We did
state they were established here
when "St. Johns was not on the
map." This common expression
means, of course, before a town or
village has gained a place on the
official map of the state, or is still
obscure and has not attained to
any degree of prominence. Mr.

iug here and he fell right into it.
Because in this part of his nrgtt
meiit he claims that St. Johns, even
in those early days, had an "ituli
viduality." This he denied last
week. Consistency, thou surely
art a jewel, but how few jrossess
thee!
Mr. Hurlbcrt says: "Some of
our own city officials think that an
uexatiou will help make our taxes
lighter," and lit substantiation of
this he quotes Councilman Davis:
' 1 ho reason the council did not
provide a sinking fund was because
they knew that sooner or later the
city would be annexed to Portland,
therefore thought it as well not to
add the additional tax." Mr. Davis
is aware that annexation is certain
before the 20-year bonds become
due, We also believe this. There
fore, to avoid higher taxation, no
sinking fund was created. This
does not prove annexation will help
make our taxes lighter, but does
prove that UNTII annexation our
taxes will be lower, unless it be
later than 17 years hence in com
ing. Better read this paragraph
twice, Mr. Hurlbeit. You unwit
tingly threw a boomerang when
you used this for argument.
Cheaper gas: Yes, cheaper will
be the proper word. When you
cheapen gas you cheapen the qual
ity, naturally. We are now get
tiug better gus than is Portland
no odor, no smoke, no moisture.
The gas here contains about twen
ty per cent more heut units than
their franchise requires. Ask the
gas man if you doubt the veracity
of this. Therefore, is there man
among us with faith so sublime as
to expect a corporation will furnish
the same quality of gas at a 20 per
cent cut? If there is we pity the
poor deluded, benighted soul.
Cheaper insurance: There is no
assurance of this, and it is ever
based 011 fire protection, class of
structure and environments, Our
insurance is less than half what it
was when we occupied a wooden
building with our plant.
As to the free ferry proposition,
Mr. Hurlbert knows as well as any
one else that we can get a free ferry
any time we desire to vote bonds
for securing one. This we could
not do if we were annexed to Port
laud, because the entire city would
have to vote upon it, and it would
not be deemed a necessity by many
at this time. Portland wants that
trade from the Tualatin valley just
as badly as we do. The very rea
son we want a free ferry is the very
reason Portland does not waut us
to have it.
In conclusion let us say that no
man is so blind as he who will not
see. We have shown aud conclu
sively proven that this city will
suffer a distinct loss by annexation
on the rock proposition. Even the
city attorney and the aldermen are
at a loss to know how the low price
of this necessity may be retained to
this section after auuexatiou. Mr,
Humbert's "gains" are all untena
ble, chimerical and simply cannot
be sustained. We are willing to
present the case before three repu
table lawyers, and even permit Mr.
Hurlbert to be one of the three, and
yet we would win the case. With
the above facts before him and
if he cares anything for his veracity,
we will find Mr. Hurlbert fightincr
auuexatiou henceforth.

meeting were read and approved, a
petition for an arc light at the cor
ner of Oswego and Bank streets
was read and upon motion of Coun
cilman Dobie, accepted and ordered

Attorney Collier volunteered any
aid he might be able to render

Ex-Fire Chief Holden and A. G.
Long of Portland made interesting
talks on the need of a fire engine in
St. Johns, giving prices and other
information. Mr. Holden told how
badly St. Johns needed a fire en
giuc and what a benefit it would
prove to the city. As the cost is
greater than the city can stand at
present, 110 action was takcu in the
matter, although Council man
Downey believed there should have
been.
The engineer's acceptance of
Tyler street was accepted by coun
cil on a 5 to 3 vote, Aldermen Hil
Icr aud Dobie voting in the ucga
tivc. A bond in the sum of $500 as
a two year 3 guarantee was required
and received.
M. G. Ncase asked for on cxtcu
sion of his lease on the rock quarry
and apparatus to ten or fifteen years
if possible. He stated that they
had invested $25,000 in equipment
in audition to what the city owned.
