While wc realize that if the city owned its own street railway that wc could at once proceed to the making of the many radical changes essential to perfect service, yet wc also realize that in the fact of the street rail ways constituting a public service corporation, it is subject to certain police regulation. "It is a known fact that often the power plant breaks down and reliable information is at hand that these breakdowns arc due in part to the fact that the men at the power house arc overworked. These men work in twelve hour shifts am their exhaustion is frequently direct ly concerned with breakdowns that block traffic on hour or more at 11 time. Reliable information is also at hand Indicating that many street car accidents arc caused, not only by incompetent men, because through lack of proper pay the best men cannot be retained, but also because street car men arc over worked, exhausted, and not in con dition to give the effort asked of tlicin. The convenience of the public and the lives oi our citizen's must take precedence. "I would suggest that an ordi nance be passed compelling the vestibules of all cars in which mot orinen arc stationed wljllc at work to be closed and protected from storm, wind and inclemency o weather during the winter mouths of the year. "I would also suggest that rigii enforcement of cleansing of street cars In.- made to prevent the spread of coutiigious disease, known to be connected with street car filth, dust and sputum. "I would also recommend that necessary action be taken to comrc the street car company to install nir brakes, lifting.jacks, and other np paratus essential to lifesaving, am! also that the schedule of street cars be so changed as during the certain hours of the day, when men and women arc coining from and going to work, to have an Increased 1111 in ber of street cars to accommodate them. "The overcrowding of cars is a menace to health and decency, and as its regulation comes within the police powers of the citv of Mllwiiti kec, steps should at once bo taken to remedy this evil. "The question of the saloon is oue that lias been and is extensively agitated. In our city the saloon is regulated under the license system. The suloou kectwr who conducts n clean ami respectable place should be protected. No trickery to en tice him into traps should be con doned, While the law prohibits the sale of intoxicating drinks to minors, and this law should be eu forced, at the ranie time it should be made a misdemeanor for. any one to induce a minor to obtain liquor under lalse pretenses. "Thus we find that city chemis try work is being done by two men. The chemistry work of the city health department is not done by an exclusively professional chemist, but by a practicing physician, whose salary for city work is $1,200 un nually. The gas inspector co-relates his service to the city and its salary of $1,500 per annum, with the maintenance of a laboratory of his own and his daily duties as tutor in a local university.
