How Are the Finances of the City
Managed? What is the Finan
cial Condition of the City?

In this article I wnnt it distinctly un
derstood that I do not imply grnft, dis
honesty, or even bad judgment lias been
indulged In, but I.for one, would like to
know a few things.
What does It cost to run our city gov
ernment? How is the money expended?
What are the. receipts, and how and
from what source arc they derived?
Section 64, subdivision 12 of the city
charter is very plain on the subject. It
reads:
"The recorder shall make quarterly
statements to the council, showing the
receipts nnd disbursements, and the state
of each particular (mid at the close of
business on the 15th day of March, the
15th day of June, the 15th day of Sep
tember and the 15th day of December
caclv. year. The report shall contain an
accurate statement In summarized form
and also in detail, of the financial receipt
of the city from all sources, and the ex
peiuliturcs ol the city, for all purposes
together with a detailed statement of th
debt of said city, of the purpose for
which said debt has been Incurred, and
of the property of said city, nnd of th
accounts of said city with grnutccs of
franchises, and also showing all franchis
es then in effect, and the purposes for
which said franchises were granted and
the names of the present owners of such
franchises, and said report shall be pub
lished In the city official paper nt least
once."

and if he did how loi'g would it be be
fore he would be h bankrupt? It has been
told me that there arc yet unsettled
claims against the city hall. I would
like to know what the recorder's and
city engineer's office cost per year.
What doc the police department cost?
What docs the fire department cost? How
much back salary Councilman Doblc nnd
other couucllmcri have comluu? How
much is due1 viewers? and a number of
other question too numerous to men

be unnecessary If the council would run
the city business In conformity with the
charter.

St. John showed that it cost more to
run the city government than any town
in the state except the city of Portland.
St. John had nt that time not to exceed
3500, while Oregon City, Salem nnd As

The Artisans do it Again.
The United Artisan held another one
their delightful social session last
Tuesday evening. This order is n live
one and the St. John contingent Is right
up to the minute, There have been add
cil to the local assembly twenty ucw
members and more on the road.
Tuesday evening three initiates were
made acquainted with the mysteries W
the order, the work being done by the
local team in very creditable manner
On the 26th of April the local asmbly
proposes to give a banquet nt which the
new members and those who had se
cured them will be the guekts of honor.
It Is expected this, will prove the most
successful campaign ever carried on in
thl city, livery Artisan is requested by
the Master Artisan to hustle for a new
member and a seat of honor at the ban
quet. It is hoped to double the member
hip during this campalgu. Here is
success to the effort.
