cations, does receive a very liberal
support.
The Damascus butter manufac
turers and one or two others got
their heads together recently and
decided since they made a very
good (juality of butter nnd as the
supply was scarcely emial to the
demand, they would raise the price
so that consumers would lie obliged
to pay 00 cents per roll for their
product. This decision was imme
diately put into effect, and held
good for several days, when It was
discovered that the people would
not pay the price, using a cheaper
butter as a substitute. As a result
the above manufacturers were com
pelled to reduce the price to the old
rate. The moral is that .sometimes
it pays to be 11 hog and sometimes
it doesn't.
St. Johns coptc should wake up
and get together to do business in
the matter of the new dock and
improvement of some street into
the heart of the city so that she
may have the benefit of a river and
.sen-going traffic or our neighbors
to the south of us will cut us out
ol one of the greatest conveniences
in the way of traffic that we have.
There is another thing. Some of
our tieople seem to think that the
use of a dock here would not save
much in the matter of freight. If
from tluee to ten cents per liniiif
red pouu.ls is not a good saving in
freight then the dock will not save
much; but many business ineii will
tell you that 011 their commodities
that means all the profit.

FOUNDATION
Section 3. The space over which the
walk Is to be laid shall 1)C excavated to

compacted by rolling or ramming.
Any objectionable or unsuitable material
below subgradc will be removed nnd
the space filled with grovel or sand,

subgradc shall be parallel with the

the sidewalk does not cover the whole
width of the sidewalk the slxicc not

INSPECTION
Section t a. Whenever any cement or
artificial stone sidewalk or curb is
constructed upon any street under a
permit as provided for In the charter
and ordinances of the city of St. Johns,
the city engineer, before Issuing a cer
tificate to the effect that the work and
material conform to the requirements
of the specifications set forth In this
ordinance, is authorized to make any
examination or test of same he may
deem necessary, and In so doing may
break said artificial or cement work to
an extent not exceeding two (a) lineal
feet of curb, nnd nine square feet of
sidewalk, and the same shall be repaired
and made food by the contractor at his
expense.
PENALTY
Section 13. Any person, firm or cor
poration wlio shall do cement or artifi
cial stone work in or upon any street
of the city of St. Johns and who shall
fail to comply with the specifications
set forth in this ordinance shall be
guilty of n misdemeanor, and on convic
tion before the municipal judge shall
be punished by a fine of not less than
ten dollars (f 10.00) nor mote than three
hundred dollars (fioo), or by Imprison
ment In the city jail not less than five
days nor more than one hundred days;
nnd In all cases where n fine shall be
imposed under this ordinance, it shall
be the duty of the municipal Judge to

There will be a meeting of the
board of directora of the Library
association ni tne library rooms
this evening at 7:30 to consider
several important matters, among
them the removal from the present
location to the room recently va
cated by Donhuin & Currier iu the
llolbrook block, Mr. Holbrook
has made the library association a
very favorable offer for this room
and we trust they will see their
way to accept it, because this will
give the library a ground floor and
a very goal locality.
The reiiort for the mouth of Jan
uary is a very good one indeed and to 6:' P-"
shows that the circulation, number
of visitors ami memlicrshin are
increasing, tutu we feel sure that
when the library is once made of
convenient access there will be a
further large increase along all
lines. It is very gratifying to
those interested iu the library work
ami they will spare no eitort to
make the library popular in the
city. In January the circulation
was 1198; attendance 3374; 70 new
members.
