He says many men who are drawing the highest wages are liv ing in quarters provided for refugees and their families draw supplies from the general fund. That is not the most shameful part of it. Pointing to the smoke issuing from the smoke stack of the St. Johns Lumber Co.'s mill, a well known citizen said: "I would lik to see the smoke coming from dozen more stacks along the river. bo would everybody in St. Johns nut now is it going to be done ? With the best mill sites to be found on the Pacific coast it ought to be easy. Hut how ?
