Multnomah county, Tom Word has
announced that he will contest the
election of Robert I,. Stevens. The
official canvass gave Stevens 9,260
and Word 9,255. On the comple
tion of the count Stevens was sworn
in as sheriff. Word claims gross
frauds were committed, notably in
the Sellwood tlistrict, and that a
gain of one vote in each precinct in
the recount will make a difference
of 90 votes in his favor. The re
count may shown gain for Stevens.
Knell candidate claims many irregu
larities on the part of the other, and
each claims the final count will re
sult in his favor.
The candidate who made a news

A Splrite I Contest and Prohlhiton
is Defeated.
The election last Monday settled
for a time the much discussed ques
tion as to whether St. Johns will
be nil open or a closed town as far
ns the sale of intoxicating liquors is
concerned. Prohibition was the
main issue and it was defeated by
the narrow margin of seven votes.
To decide the issue two precincts
Nos. 60 nnd 67 were combined.
In Precinct No. 66 there were 17
viii s east, with a uiaiority of two
nirnhist prohibition. Ill Precinct
No. 67. coinnrisiiig the city of St
tubus. .126 voles were enst. Out
of this number .113 voted on the
wet and drv ouestion. The result
was in doubt until the Inst hair
dozen ballots were reached. Out

vM wet and 169 dry, giving

votes of No. 67 nnd the two votes
if No. 66 in favor of an open town

Aid. Norton of the finance com
miltee wns in favor of immediate
action on the telephone franchise.
He wanted certain restrictions

both the city and the company
should make concessions. He was
willing to cut out the clause iu the
franchise requiring the payment of
2 i2 per cent of the gross receipts
to the city. 1I thought 15 years
was a long enough time for the life
of the franchise . The proposition
to accept the 10 cent rate to I,imi
ton looked good to him. Hut some
thing should be done and that
piomptly. Immediate and good
service was imiM-rativc, ami the
sooner it was obtained for St. Johns
the better.
The Portland telephone franchise
was read and tlu recorder and city
attorney were instructed to make

The street improvements ordered
for Charleston, Hayes and Monteith

has secured the contract tor n new
steruwheel steamer lor the Coluin
bin & Cowlitz River Transportation
Co. The new boat will be 145 feet
long, 28 i2 feet beam, with n depth
of hold of 7 feet. She will be
equipped with the machinery taken
from the Regulator, uiiicli was de
stroyed by fire a few mouths ngo
caused by an explosion of her oil
tanks. This machinery was en
tirely uninjured by the fire, and has
been overhauled and put iu iirst
class shao. The new steamer wil
be used for towing, and work wil
begin at once.
