The money tax is levied upon men as well as women property owners, and both reap the same benefits for it in the shape of police and fire protection, roads, light, water, etc. And this tax would always be levied upon liotu men and women alike who owned proerty. llesides the property tax there is the poll tax, which only men pay. The service tax is levied upon men alone and consists of jury, police and military duty, which a woman cannot well inform. l'or this service tax to which men are liable, representation is given.
