The minutes of the last regular meeting were read and approved A communication from Mrs. I), j J. Horsinaii was received asking jiermission to take advantage of the bonding act, claiming that she failed to receive notice in time to do so, and that the time had expired three days. The communication was laid on the table. '1 he telephone franchise came up! r discussion. The company tie-! for 1 sired to build a central station and lay cables in order that it could ren der all prompt and efficient service. The whole matter was referred back to 'he committee. The widening of Modoc street and changing the name to Willis Doiilevard was reported favorably by the committee and is now in the hands of city engineer fornpproval. In the matter of improving lfcs seiidcn street Aid. King suggested that crushed rock be used on the hill in place of gravel. The coun cil all voted favorably on the motion and the city engineer was ordered to draw plans, etc. A petition for opening and exten ding Richmond street through the Caples tract, accompanied by a check for $50 to be used in guaran teeing payment for viewers' ser vices was presented. Then, producing a bundle of papers, Mr. Drink remarked: "Here are the specifications of the Sell wood ferry boat. I paid $50 for them, and am going to build a boat after the plans. I find it impos sible to find a boat suitable for our needs for sale. There was a rumor that the Lionel R. Webster could be bought for $4,000. The City of St, Johns docs ordain as follows: Section I. It shall be unlawful for any person to ride any bicycle at any time upou any of the sidewalks described as follows: I. Any sidewalk on cither side of Jer sey, Philadelphia or Burlington streets, or on any sidewalk within tlie City of St. Johns In n street where a bicycle path Is constructed or maintained. 3.
