A Long Session Productive of Im
portant Uusiness
With Mayor Valentine in the

call at the sixth meeting of the
council Tuesday evening. The
minutes of the last regular meeting
were read and approved
A communication from Mrs. I), j
J. Horsinaii was received asking
jiermission to take advantage of the
bonding act, claiming that she failed
to receive notice in time to do so,
and that the time had expired three
days. The communication was laid
on the table.

The whole matter was referred

The widening of Modoc street
and changing the name to Willis

that crushed rock be used on the
hill in place of gravel. The coun
cil all voted favorably on the motion
and the city engineer was ordered
to draw plans, etc.
A petition for opening and exten
ding Richmond street through the
Caples tract, accompanied by a
check for $50 to be used in guaran
teeing payment for viewers' ser
vices was presented. Referred to
the street committee.
A resolution was adopted ap
pointing I.. D. Chipmau, K. C.
Couch and A. Giinderson to view
the extension of Allegheny street
from Willis to Columbia boulevards,
and report the damage and benefits

NEW BOAT
Is To Be Built for Use at the St.
Johns Ferry.
Last Tuesday The Review man
questioned Manager Drink of the
St. Johns Ferry Co. in regard to
the proposed Improvement of the
service, and elicited the following
information on being asked if there
was any intention of placing a large
boat in service Mr. Drink said:
j "A boat capable of handling all
, ti,c traffic at the ferry quickly and
witj absolute safety will be put on
' ns soon ns it can be built. 1 have
jst returned from a trip up the
Columbia where I was told a suit-
nble boat could be purchased. On
exntninititr this boat I found 1 could
not use it. 1 have inspected several
boats offered for sale, but found
none suitable for my purpose."
Then, producing a bundle of
papers, Mr. Drink remarked: "Here
are the specifications of the Sell
wood ferry boat. I paid $50 for
them, and am going to build a boat
after the plans. I find it impos
sible to find a boat suitable for our
needs for sale. There was a rumor
that the Lionel R. Webster could
be bought for $4,000. This was a
mistime. 1 lie weuster cost over
520,000 and the man who could
buy her for f-.i.ooo would have to
rob somebody. In fact, she is not
for sale at any price. The people
using tlie ferry want better service,
and so do I. Under our franchise
we have a year to put on a modern
boat. Dttt I shall not take advan
tage of this fact, but will go ahead
and build at once. No one Is in
terestetl any more than I am in cs
tablishing a first class ferry at this
point, but it takes time to get every

ORDINANCE NO. 95
An Ordinance Regulating the Use
of Bicycles on the Streets of the
City of St. Johns.
The City of St, Johns docs ordain as
follows:
Section I. It shall be unlawful for any
person to ride any bicycle at any time
upou any of the sidewalks described as
follows:
I. Any sidewalk on cither side of Jer
sey, Philadelphia or Burlington streets,
or on any sidewalk within tlie City of St.
Johns In n street where a bicycle path Is
constructed or maintained.
3. Any sidewalk wlUiiu.thc limits of
the City of St. Johns in u street Upon
which Is laid a plank roadway or which
is (mvciI or improved with a hard sur
face pavement. '
Upon all streets other than thoe here
inbefore described It slmll be lawful to
ride bicycles upon the sidewalks at a
sliced of not more than six miles per
hour during the mouths of January, Feb
ruary, March, April, November and De
cember ot cacn year.
Section 3. It shall be unlawful fornny
person to ride any bicycle upou, along,
or across any of the public streets or con
structed bicycle piths within the limits
of the City of St. Johns at a greater rate
of speed than eight tulles cr hour.

person to ride a bicycle within the limits
of the City of St. Johns unless there shall
be attached to such bicycle a gong or
bell, which can be heard at a distance of 1
not less than thirty (30) feet, and it shall
lie unlawful for any person to ride any
bicycle within the limits of the City of
St. Johns, during the night time, with
out carrying and displaying In a con
spicuous place a head light, which can be
seen at a distance of not less than thirty
(30) feet, so placed on said bicycle as to
warn crsdns of the approach thereof,
Section 4. It shall be unlawful forauy
person to Ivad, ride or drive any domes
tic animal or nnlmals or nuy vehicle
upon, along or across any sidewalk With
in the limits of the City of St. Johns.
Section j. All persons riding bicycles
approaching each othcrahall pass to the
right, and all persons riding bicycles
overtaking other persons 011 bicycles
shall xtss to the left,
Section 6. Alt lentous riding bicycles
u)oii or along any of the streets, county
roads, or constructed bicycle piths with
in the limits of the City of St. Johns
shall travel on the right-hand side of the
street, county road, or bicycle path,
Section 7, The definition of a bicycle
for the purosc ol this ordinance is any bi
cycle, tricycle, (in.nl, quint or sextuple to
be ridden by a crsou or jicrsous without
artificial motive xjwer, and propelled
wholly or iu part by such person or cr
sous while riding.

The city of St. Johns does ordain as
follows:
Section I. No water craft shall be
