There was a full I1011.se when the council met last TtieMluy evening with Mayor Valentine in the chair There was a lot of routine business was transacted before the council settled down to the work of the evening. A remonstrance from Mrs. Nancy Cuplcs against the opening and ex tension of Richmond street was read and referred to the )roer committee. There seems little probability of the matter ever heinu brought to Unlit. A ietltion to improve Allegheny street from the south line of Depot street to the south line of Columbia boulevard was read and referred to the committee on streets and dock. Petitions for arc-lights at inter sections of llartmaii and Stewart streets and at the intersection of Gilbert and Thompson streets were read and referred. Several communications from V. V. Goodrich were lead and te ferred to the projier committees. One of these was in regard to a 'block book" for the city which is deemed a necessity. There is a need, also, for several other sewers in the city limits. There will doubtless be proiicr steps taken in this direction. There was some discussion over the matter of the improvement of a building on Ivaiihoe stteet, which was commenced by I). C. Rogers be fore the passing of the two last fire ordinances. Attorney urecuc ex plained to the council that as the work had been commenced it might be well to allow it to be completed. Some of the council were of the opinion that t lie building was practically a new one. and could not lie rcpaiied. Theie was some discussion over the quality of brick that was being used In Die construction ot tue sewer. It was decided to instruct the contractor to use only haul, suitable brick in future woik. Norton called the attention of the council to complnints Unit the ferry was not being operated according to the contract with the city. As a part of the contribution it was de cided to immediately purchase and send to San Francisco a carload of flour, manufactured by the Jobes mill at St. Johns. The chair tip jKjiuted W. II. The petition of Samuel Cochiau for a license to sell intoxicating Illinois was tend. It was uccoiu patiietl by a m tilled check on the Peninsula Rank for $1,000, It was rcHrtcd favorably by the liquor license committee. On coming to a vote all voted to grant a license to Mr. Cochran, but later it was tliscovcicd that twenty days, the time ictiuiml by law between the application for and the issuance of a liquor license, had not ex piled, and the matter was carried over to the next meeting The application of (), Magooit for a liquor license provoked 11 warm discussion, It stated that the business was to be carried on in the building on Jersey street lately occupied by N. Prcidiiiau. The cheek of 1,000 tcquiicd by the liquor ordinance was not in ttvideuce, nor had it been sent to the recorder. Aid. Walker argued inai 1 lie application siiouki be granted. Aid. King remonstrated against the granting of the license for a saloon on Jersey stieet. Aid. Hewitt made a strong plea against granting the license, He contended that the location was too prominent. it was at tue point wiiere Hie cais stopped, where all the ladies and children arriving and leaving St Johns were obliged to pass, He tlid not object to granting a license, but thought there were plenty of loca Units on the side streets that would answer for a saloon locution. He understood a ctitiou tcmoustratiug against the location of a saloon at this point had lieen generally cir ciliated and signed. this was hiiflicicnt evidence that the business men and the general public did not want it there. All look great pride in the upjK'arauce of Jersey street, and 110 one wanted it defiled by a sa loon. A saloon wheie was practically the dejxit of St, Johns would not impress the visitor favorably and no resident with the lurst interests of the town at heart would counten ance it for n moment. S. nrniv bandtnnster. Mr. Wright is nu cxjerienced director of music, nud hns hiiil a wide ex- jicriencc in teaching and handling amateur bands. He is a strict ills- ciplarian. and hopes to be able to give St. Johns a good musical or- unni.ation of which the city may well feel proud. It is his intention to induce other musicians to locate in St. Johns, nnd he will be careful to see Unit nil are sober, reliable and desirable men. No others will be tolerated. Mr. Wright will ask the business men ol the city to help him create nnd maintain n good band in the city by furnishing em ploynient for n few gootl musicians. The band wns reorganized with a membership of sixteen, and this number will be increased as fast ns possible. None but those who nre interested in having a good baud, and who will work for their own advancement and the welfare of the organization are wanted as members, and none others will be retained. A baud cannot possibly be a success 111 a smalt city unless the iieopte will assist ami encourage the members. In return, it will be the policy of the band to place its services at the disposal of the ko pie to a greater extent than any similar organization lias heretofore done. Let the band and the p:op!e work in unison for the good of the organization, and with a long pull, a strong pull, nnd 11 pull altogether, give the city of St. Johns n band that wilt be not only n source of pleasure for the people to listen to, but an advertisement for the city anil a cretlit to its leader, itself nud the city. THE PRIMARIES. A Light Vote Polled In St. Johns L st Friday. Last Prithiy afternoon wns itleal as far ns weather conditions, hut only half the vote of the city was cast at the primary election, To be exact 226 votes were cast. Of these m were by Republicans and 10 by Demociats. At the recent city election 47b ballots were cast. hven then It was thought 100 voters missed the opportunity to cast their ballots. At the polls last Prldny T. H. Moiiahnn, candidnte for represen tative, although defeated for the nomination, received the highest vole cast for any candidate in St. Johns, pulling 148 votes. 1 he light vote may be accounted for from the fact that there was no organized plan of campaign. It seemed to have resolved itself into 11 sort of a go as you please alTair, with here and there a man working for a friend whom he wished to sre nominated. The right eye was closed as if by a blow and tue nose was crushed 111. A pi tie and a nickel were only articles found III the pockets. At the coroner smallest Wednes day it developed that the dead man's name was Nels O. Peterson, a laborer, who disappeared from 2S North Third street, Portland, Sun day evening.
