present when Mayor King called
that body to order Wednesday
evening'
An ordinance giving the 0. R. &
N. Company the right to lay and
maintain 2052 feet of side track
was read the first and second times.
The franchise is a perpetual one,
and governs Bradford street.
An ordinance to improve Leavitt
street, nud another to improve
Ivauhoc street, passed first, second
and third readings. These are
published this week.
M. F. Loy withdrew his bid for
the improvement oi Thompson,
Lively and Catlin streets because
the engineer's estimates were too
low, and he feared trouble in collect
ing for the work. The engineer
was ordered to prepare new esti
mates and then the call for bids
will be republished.
A. R. Richardson, of Portland,
asked if the city was willing to
give him n franchise for n gas
plant. He was told that he should
prepare such an ordinance as he
desired and when that should be
presented to the council the feeling
of that body could be quickly ascer
tained. A belief seemed to exist that the
committee appointed to revise the
city charter was composed of graft
ers who were liable to hold up the
city. A motion was made that the
"committee work without any
reimbursement" was made and
seconded but it was killed by
vote of five to two. The idea of
pay for the month's work had not
been entertained by any of tin
committee and the motion was lie
lieved by many to have been tut
called tor. as the matter now
stands there is a strong probability
that lite commiiiee con id secure
pay if it desired to put in 11 bill
lor services rendered.
An ordinance was ordeted drawn
by the city attorney for the im
proving of Mouteith stieet which
seems to have been lost some time
ago in the shufile. This will be
presented at the next meeting of
the council.
The matter of the infringement of
the state law prohibiting minors
frequenting billiard halls end bowl
ing alleys was discussed and the
attorney was ordered to draw an
ordinance under which the city
ponce could act 111 a legal manner.

Heretofore there bus always been
trouble for those people who live
between Northern Hill and St.
Johns on the north track lieciiuse
it has been iuiH)ssible for them to
ride home except by paying two
fares: one fare to Northern Hill and
one from that ixint to their home.
This has been very tnisatisfactory
and most iwomc chose rather to
walk home.
S. C Cook saw a chance to make
a ten-strike, and opened corrcsixmd-
euce witli F. I. Fuller, of the rail
way. 10 nun lie stated the case
as it was and showed the benefit to
be derived by transfers from North
ern Hill to points along the north
side of the loop.
In response to this appeal Mr.
Cook received the following com
munication front the railway offi
cials.
"Replying to yours of February
26. regarding the establishment oi
a transfer point at Northern Hill so
that people at St. Johns or on the
south side of the loop can transfer
to points 011 the north side of the
loop, I U-g to say that we have
directed, that this matter be arran
ged, and we presume it will be in
augurated as soon as the necessary
instructions are issued to the car
men."
Mr. Cook made a very shrewd
move in the matter he .saw the
opKrtunlty and improved it.

The store formerly occupied by
the St. Johns Grocery has been
leased by I. S. Gray who has long
been in Kugciic and he will put in
a line of gtoceries at once. Mr.
Gray already has his family here.
Will Open Law Office.
G. J. Perkins, of Portland, who
has been in the law offices of Piatt
& Piatt tor some time, has taken
offices in the Cochran block al the
rear of the bank, and will open a
law office here as soon as the room
shall be ready for occupancy. Mr.
Perkins proposes to remain here
and become one of the citizens of
St. Johns.
Although he will not entirely
break his relations with the firm
witli which he has been for so long,
he will make his headquarters
here, and will be open to con
sultation at stated hours of the day
and evening. He is a young man
in years although he comes very
highly recommended by all who
know him. His card will appear
in this pajier next week.
