Treasurer Qualifications: Term of Office. Section 80. 1. Thero shall bo a troasuror of the city of St. Johns, who shall havo been a duly qualified voter of said city for nt least two years next preceding his election, no snail bo elected by tho neonlo and hold of fice for two years from tho first day of, July next succeeding his election, nnd until his successor Is elected or ap pointed and has qualified, uslsry of Treasurer His Bond. 2. Tho treasurer shall recoivo a monthly sali ry to bo fixed by tho coun cil and pa.-ablo out of tho general fund In tho same mannor ns othor salaries are paid. Tho treasurer shall receive and keep a moneys that shall come to the city by taxation or omerwiBo, ana nay out the same upon the warrant of the mayor, attested by the recorder. He mus keep an account with tho general fund and a separate account with each special fund:that may be raised for , any speclNe .object, and wb'sa a warrsnt Is drawn on aay par tlcular fund it shall bo paid out qX such fund only. Tho treasurer shall mnko a semi-annual statement to tho council, showing tho receipts nnd dis bursements and tho stato of each par ticular fund at tho closo of business on the 30th day of Juno of each year, and shnll also preparo and transmit to tho council on or beforo tho 6th day of January of each year a report of tho receipts and disbursements of tho city for tho calendar year ending on tho 31st dny of Deccmbor next preced ing nnd tho stato of each fund nt tho closo of business on Bald 31st day of December, and shall fllo tho samo with' tho recorder. Such report must bo published by tho recorder in such manner as may bo prescribed by or dinance. Receipts How Issued by the Treas urer. 4. Tho treasurer, on receiving any money into tho treasury, shall mako out and sign two receipts for tho money. Such receipts shnll bo alike, except that upon tho faco of ono of (hem shall appear tho word "Oriel nnl" nnd upon tho faco of tho othor shall nppcar tho word "Duplicate." Such receipts shall bo numbered nnd dated, nnd shall specify tho nmount, on what account nnd from whnt per son or officer received, and into whnt fund or on whnt account paid. Tho treasurer shall enter upon tho stubs of such receipts n memorandum of tho contents thereof, nnd deliver tho receipts marked "Orlglnnl" to tho per son or officer paying such money Into tho treasury, and forthwith deliver tho receipt marked "Duplicate" to tho auditor, who shall wrlto upon Its faco tho dnto of Its delivery to him, nnd chnrRO tho treasurer with tho nmount specified therein, nnd fllo tho, receipt in his office.
