Berlin Germany will sign the peace
treaty. The national assembly, by a
vote of 237 to 138, decided to sign.
On the question of signing the treaty
five members of the assembly abstain
ed from voting.
The assembly also voted confidence
In the new government of Herr Bauer,
236 to 89. Sixty-eight members ab
stained from voting.
Before the vote of confidence was
taken, Herr Bauer, the new premier,
declared tbat the government would
sign the treaty but without acknowl
edging the responsibility of the Ger
man people for the war and without
accepting the obligations contained In
articles 227 to 3H0 In the treaty re
lating to the trial of the former em
peror and the extradition of other
German personals. .
In announcing the decision of the
government to sign the peace terms,
Premier Bauer said before the na
tional assembly:
"The allied and associated powers
cannot expect the German people to
agree from Inner conviction to a peace
instrument, whereby, without the pop
ulations being consulted, living mem
bers are severed from the German
empire, German sovereignty perman
ently violated and unbearable eco
nomic and financial burdens imposed
upon the German people."

Paris. It is authoritatively stated
President Wilson intends to defer any
action relative to American participa
tion in the league of nations until the
senate has ratified or rejected the
peace treaty and 'he American position

Meantime, such work as is being
done on the league is wholly tentative
so far as the United States Is con
cerned, and while there Is every hope
and expectation the covenant will be
ratified as part of the treaty, it is said
authoritatively there is no purpose to
anticipate this result or in any way
commit the country to ratification.
ALLIES REFUSE CHANGES
Council Demands Unconditional 'Ac
ceptance or Armies Will Advance.
Paris. The council of four definite
ly rejected the German suggestion
that further alterations be made in
the peace treaty.
The council received four notes
from the Germans, which are sup
posed to have been prepared in ad
vance and were held to await advices
from Weimar on the result of the
meeting of the assembly.
One of these, from the new German
government, declared Germany was
ready to sign peace If the clauses mak
ing Germany responsible for the war
and calling for the trial of the former
emperor were eliminated.
The council after consideration of
the notes took its decision to reject
the German request.
It is understood that the allies in
sist on absolutely unconditional ac
ceptance of the terms.

leader, who was re-elected president of
the American Federation of Labor.
LABOR: CONVENTION
ELECTS GOMPERS

ers was re-elected president of the
American Federation of Labor at the
organization's convention here and
was voted a salary of $10,000 a year.
While radicalism received a severe
setback at the convention, leaders de
clare they have accomplished their
purpose of spreading propaganda
Measures seeking amnesty for political
prisoners, recognition of soviet Russia,
formation of a labor party and the
establishment of May day were not
Indorsed by the convention.
On the other hand the federation
declared its determination to break
up the Judicial systems which enable
employers, to secure injunctions and
otherwise to crush workers. The con
vention , decided further to organize,
regardless of consequences, the half
a million steel workers and the negro
labor of the south.
The federation failed to Indorse the
six-hour day and other plans for solv
ing unemployment The convention
also failed utterly to suggest methods
for a solution of this serious problem.
