The decision was reached that the cables were spoils of war and belong to Britain, Japan and France, the powers which took posses sion of them. The council of three also settled the status of the Kiel canal. Germany probulily will retain proprietorship of the waterway, but tolls for passage through it will be levied under inter national control. PRESIDENT MAY CALL CONGRESS JUNE 1 Washington. Intimation that a spe cial session of congress will be called by President Wilson to meet about June 1 is contained in confidential dispatches received in Washington ) from Paris. It was said in authoritative adminls- j tration quarters that It was quite pos- i Bible that If the situation in Paris j should develop rapidly the special ses sion might meet even before June 1. In that case the call would be made by cable. The dispatches made It clear that the president was confident he could return to the United States before the end ot this month. CREDIT PLAN IS REJECTED United States Not Interested In Res toration of Hun Business. Paris. Disapproval of a plan for rehabilitation of European financial oredlt was expressed by financial mitnbers of the American delegation. It was made known that the United Slates would not be a party to any Joint action for restoration of German business. It had been proposed by the British that a German bond issue of $5,000,- 000,000 be arranged with Great Britain, France, the -United States and other associated powers as guarantors. The American delegates oppose this. Lfebor Conditions Show Improvement. Washington. Unemployment condi tions showed an ImproveraentMn the week ending April 26, on the badis of reports from 58 cities, the federal em ployment service reports. Thirty-five cities reported a total surplus of 82, 600, a decrease of several thousand from the total of the previous week, while six reported a shortage totaling 2450 and 20 showed an equality of sup ply and demand.
