Mr. Frsncls further twill fled that In formation had reached him that Ray mond Robins, former American Red Cross commissioner to Russia, had, upon his return to the United States, carried a proposal from the bolshevik government to President Wilson. This proposal, be said, he understood was sn offer of certain concessions to the American government similar to thote granted Germany In the treaty of Brc-st-Lltovsk. The ambassador aald that so far as he knew Mr. Robins was never given sn opportunity to present the proposal to the president. ' The ambassador said that If Ameri can and allied troops were withdrawn from northern Rustla he was positive the bolshevists would sweep In and enKage In an orgy of murder and de struction on a scale such as the world baa never seen. FOOD SESSIONS TO BE HELD IN BRUSSELS Paris. The plant adopted by the su preme war council, under which the negotiations with the German authori ties regarding the turning over of the Gorman merchant ships will be re turned, after their recent Interruption at Spa, provide for the holding of the sessions of the negotiations at Brussels. The plana of the council, as already stated, provide for taking over the German merchant ihlpa In return for a food supply for Germany until the next harvest. The chief difficulty thus far has been over the manner of pay ment for the food supplies, but the new proposals are expected to meet the former objections. It is understood that the payments will come from three sources first. In the form tot products such as coal and potash; second, from credits which Germany has in neutral countries, and, third, from foreign securities held by Germany. One of the main Influences In bring ing about the decision of the supreme council, was laid to be a letter read by Premier Lloyd George from a Brit ish general, setting forth the extreme seriousness of the food conditions In Germany. It was also stated that British soldiers In German territory were protesting against seeing women and children about them dying of star vation. MUCH FOOD SENT ABROAD 250,000 Tons Go to Distressed Popula tions Since Armistice. Washington. A review of the relief work conducted under Herbert C. Hoover eince,tue signing of the armis tice was made public by the food ad ministration. It shows that 250,000 tons of food, chiefly flour and fats, has been sent to the distressed civilian populations and that staffs to determine needs and direct distribution of relief have been established in practically all of the countries In central Europe. Csecho-Slavs, $40,000,000 for Bel gium, 1160,000,000 for France and $20, 000,000 for Italy, making a total of S8,S41,57,000 crsdiU ter all the allies to date.
