He has Just returned from over seas service with the 346th Field Ar tillery, Ordinance Department. Edward McGilvary has been mus tered out of the service at Vancouver and returned home yesterday. The supreme eeuncil of the peace congress, consisting of President Wilson and the premiers and foreign ministers ef the feur great powers Great Britain, France, the United States and Italy met at I s'clock Sun day afternoon at the French foreign office for the first formal exchange of views and to make arrangements tor the procedure et the conference Mon day. The first actual session of the peace congress was held Monday, although It Is officially designated as one of the series of conversations for laying the groundwork for the structure which will later be presented to the formal assembly. . These.conversattens will take up de tails of the program to be carried out what subjects will be considered at the meetings, the roles of expert ad visers and the order In which various matters will be considered. Nothing has developed to alter the statement that the American delegates are primarily concerned with the crea tion of a league of nations and the making of a Just peace. Territorial ambitions, local quarrels and rivalry for economic advantages among the European delegates are secondary In the minds ef the Americans. Mr. Wilson has selected five men connected with the American mission to draw up a tentative plan which he could compare with his own Ideas.
