Your groceryman tells you he sim fly has to charge the price asked; the clothier informs you that the same tuiU he sold tor $20 are now $40 and $50 each, and a bargain at that; your milkman strikes you oft the list in a lurry if you dare demur to $3.75 per uart a month; your wife's winter eoat will cost close to the 1K0 mark, and her shoes will be a bargain at $14.50. As to your winter's wood jile the least said the better. Such are the fruits of war, and such are the burdens to be borne by the great army of the secondary de fense It's a great life if you don't weaken But what would your groceryman ay if you aslted him to knock off lis profit in these troublesome times? What would happen of you informed your shopman, your milkman, your dry goods man, and the rest of the lunch", that they would have to let you have the goods at reduced price? Would these gentlemen politely ac cede to your request? They would - aot Bankruptcy would follow if they did You couldn't expect it you would ot ask it! These are not the good aid days of old. Costs have gone up i en everything and quite naturally, too. In view of the general condition of affairs it ia a rather astounding bit of legislation that Sam Jackson, editor f the Portland Journal would foist n to the statute books this fall. It is astounding to a person unacquainted with the facts, but to those who un derstand the motives underlying the proposed measure, Mr. Jackson's scheme Is petty, .diabolically dirty, and as malicious as any piece of leg fclation that was ever framed to be "put over" on the citizens of Oregon. You have your home paper, you be lieve tn it, and you realize that its influence as a community builder is big. Do you know also, that a man algh in affairs of the nation has re cently stated that the First, Second, Third and Fourth Liberty loan would have never been possible with out the generous support of the press of Oregon and of the nation? Do you know, too, that not one cent of advertising was appropriated by the government to help the press make the loan a success? But to return to Jackson's malic ious measure. He and some Portland attorney have decided that the legal advertising rate, which provides that ublishers shall not be paid a great er sum than five cents per line, is al together too high to suit his imperial taste. He therefore has prepared an tniatlve petition and wants the voters of Oregon to lower the rate. In accord ance with his wishes. This is Millionaire Jackson's way of "getting even" with the press of Ore gon. He has been unable to dictate the thinking editors of the state w'io have steadily refused to be whip 1 ;1 Into line to support Jaskson's mr.gle tax and other campaigns wag ed by the Journal. He has chosen the psychological time to carry out his efarious plan a time when probab ly ninety per cent of the papers of the state are struggling to keep the wolf from the door, that they may "carry on" in their important mission f helping Uncle Sam's war activit ies. It is a scheme quite worthy "of Jackson and a really clever way to eut the throats of the country edit ors. Bring his advertising rates down fctlow cost and you can run him out f the field! Isn't it a commendable work for a millionairs publisher to be engaged in? Unfortunately for Jackson the vot ers are onto his little game. They be lieve in their own communities, they elieve in their home papers and they re generous enough to admit that the newspaper men of the state have a God-given right' to live In Oregon, k spite of Editor Jackson's personal ' wishes in the matter. In the Matter of the Payment to Ochoco Irrigation District for Con struction of Roads. Ordered that the County Clerk be directed to deliver to the Ochoco Ir rigation District, general fund war rants of the county in the sum of $3,000.00 a per order of October 5. 1917, to be used tor work lu change of -oad noar Irrigation dam. In the Matter of the establishment of the C. A. Simons Road. Viewers report filed, and It ap pearing that more than ninety days have elapsed between the appointing of the viewers and the filing of their report, it ia ordered that all proceed ings pertaining to the road be dis missed. . There being no further business court was adjourned until October 17. 1918. w. s. a tt) AST ARTILLERY NEEDS MEN IMMEDIATELY Men who want to see action with the big guns of the heavy artillery now have a chance. They may be voluntarily Inducted by sending to the Com. Officer, Coast Defenses of the Columbia, Fort Stevens Oregon, their name; order and registration number, class (number and letter); present address; number and address of local board; ami whether qualified for general or limited service. The heavy artillery Is playing more of a deciding role now than ever be fore and the Coast Artillery Corps, which furnishes the overseas regi ments of the big guns, is called upon to rush men into the fight. For this reason the War Department has au thorized that men who are registered fend claasified may volunteer. This branch offers many opportun ities for specialized work and valua ble training is provided for the men who will man the varied and inter esting capacities of thia service. Men of aptitude who show an eag erness to learn are offered innumer able chances tor advancement as non commissioned officers either within the companies or as specialists such as radio sergeants, master gunners, electricians, observers, photograph ers, sergeants major or the different kinds of staff duty. Examinations are regularly held for admission to the officers' train ing camp. Newly Inducted men are eligible no matter how short their service may be and men are now sent to these camps in large number and with greater frequency than ever be fore. For the man who is ambitious and who wants to get in a branch that does big things and is never dull, this is his opportunity. Forward! With no thought of bursting shrap nel and poisonous gases into which they plunge with every muscle tense, with every faculty of mind alert, with one thought only TO FIGHT AND WIN. That is the way our men are going into battle. When the shrill whistle sounds the advance, out they go their whole heart in the task before them. No power on earth can hold them back. Forward! The same sharp challenge to battle is sounding for us. We must answer in the same proud way the way of our fighting men the American way. We must lend the way they fight. We must show the war-maddened Hun a united American people mov ing forward shoulder to shoulder, irresistibly, to Victory. Our task is to supply the money, the ships, the guns, the shells that we must have to win. It is a tremendous task. We must do it as our fighting men do theirs with the indomitable spirit of Victory.
