The hope! that the Webb-Kenyon act might he: adjudged unconstitutional wag Just about the last pillar the saloon In terests had to lean against. Anil that Is gone. The federal supreme court has sustained the act. j This decision puts it in the" power ! of any state to make Itself "bone, dry." Heretofore the drouth might be relieved by Importations In spite' of local authority. Now these Im portations may be absolutely ban- j ned. So If Oregon prohibition J leaves leaks open here and there It is not the fault of the constitutional amendment but of the legislature., which can make the state as dry as' It pleases without hindrance from! the federal laws. California Is one of the last ' states where one would expect pro- hibition sentiment to thrive on ac-; count of its great wine and grape j interests. But nevertheless the , "drys" are making headway there.' They have become so formidable that the California papers begin to cry that "the saloons must reform themselves or go out of business." When did the saloons ever reform themselves? If they had shown any disposition or capacity to do so prohibition sentiment never would have become ; the political force it is in this country. The gulooiiB were given a long day of grace, fifty years or more, after prohibition was first advocated. And did .hey reform themselves? Not a bit of it. They broke the law whenever they dared, sur rounded themselves with an atmos phere of vice, crime and graft, lined up with the evil element in politics, allied themselves with cor poration misrule and opposed such elementary reforms as womati suf frage. Now the Day of Judgment has dawned for them and they may thank themselves.
