America's objection to Germany's
principle of submarine irresponsi
bility In lirltlsh couHt waters, is
the most serious war development
of the pant week. Publication of the
texts of the notes sent to Great Bri
tain and Germany, respectively, re
vealed that both countries had been
warned In most emphatic terms from
menacing the vessels or lives of Amer
ican citizens traversing the recently
proclaimed sea zones of war.
Germany was advised that the
United States "would be constrained
to hold the Imperial government to a
strict accountability" for such acts of
its naval authorities as might result
In the destruction of American vessels
or the loss of American lives, and that
"If such a deplorable situation should
arise," the American government
would "take any steps It might be ne
cessary to take to safeguard American
lives and property."
To Greal liritain the United States
pointed out "the measure of responsi
bility" which would seem to be im
posed on the British government "for
the loss of American vessels and lives
In caRe of an attack by a German naval
force," If Kugland sanctioned the gen
eral misuse of the American flag by
British vessels, and thereby cast doubt
on the valid character of the neutral
ensigns.
The greatest number of aircraft ever
assembled during the war was that
which, under the direction of Flight
Commander Grahame-White, thtrt
four lu number, raided the towns on
the Belgian coast, which the Germans
are attempting to convert Into a sub
marine and airship base against Great
Britain. The raiders are reported to
have gotten away without losing a ma
chine, although two were hit Grahame-White,
well known as an airman
In this country, fell into the sea, but
was pulled up by a British cruiser.
In France, Flanders and Alsace
there has been little or no fighting of
Importance, so far as the official re
ports disclose.

neutrality by presenting notes of pro
test at the same moment to Germany
and Great Britain, regarding the acts
of these governments in respectively

World Gun Record Made.
Beacon, N. Y. William Ruf, a gur
pointer on the United States battle
ship Texas, who Is visiting his home
here on furlough, was notified that he
set a new world's record In marks
manship with the big guns during re
cent target practice.
Ruf was credited with eight straight
hits with a 14-Inch gun, shooting at a
moving target 12 miles away.
Italy Protest to Germany.
Rome. Italy made virtually the
fame representations to Germany as
did the United States, concerning neu
tral shipping in the sea war zone cre
ated by the recent German proclamation.
