Wherefore, in view of the ap parent total inadequacy of the sys tem now employed, we recommend that a voucher system be installed whereby the court can check over every dollar expended by any road mipervisor, similar to the system in use by the United States Forest Service, and that each road super visor be required to use the system proposed before county moneys will lie available for his use; and we further recommend that County Treasurer Jordan be appointed by Ihe county court to devise a satis factory system of checks and ac counting for the use of the road lupervisors. ne recommend that the state weed law as found in the Session laws of 1913, Chapter 394. be en forced by the county court and the road supervisors, but we do not recommend that a special appropri ation or special levy be made or any public expense be incurred therefor, We think also that the county ligh school board should make pro Tisions to have all doors at the high school open outward as provided by few and that all inside doors should iwing both ways. The present ar rangement of doors, especially those on the back stairway of the main building is quite unsatisfactory and most decidedly dangerous in the roast of fire, aside from being a iTofation of the statute. We visited the Home Hospital and find conditions there satisfac tory as far as we were able to dis cern. The building is sanitary and the appointments there seem to be suitable for such an institution. We visited the high school and commend the work being done there and we recommend that the agricultural course and the ether practical branches taught there be lept up to the present degree of efficiency. We visited the offices of each of the county officials and while our tiamination was necessarily brief, we found the offices apparently well conducted with a due regard the duties imposed by law, as far as we were able to judge.
