for cooperation between the secretary
of the Interior and Irrigation districts

authorizes the secretary of the Inter
ior to make contracta with atate Irri
gation districts to construct reservoirs
and canals and to operate them for
the purpose of furnishing water to
such districts with power to terminate
the operation of auch reservoirs and
canal and turn them over to the Irri
gatlon districts on the payment to the :
government of the actual cost of con-;
struction and operation, by monies
raised by the Irrigation dlstrlctB .

istration, however, those favoring pro
vision for two dreadnoughts are satla-
fled that the necessary appropriation
will go through both houses without
difficulty.
Power Plan I Offered.
A comprehensive plan for the de
velopment of water power on public
land, under government regulation,
was embodied tn a bill introduced by
Senator Jones, of Washington. It
would provide that permits for occu-
nvine oower sites should be Issued
only to stata, municipalities and pub
lic service corporation which are sub
ject to regulation and control by such
governmental agencies a public serv
ice commission. Where the develop
ment is interstate the bill would pro
vide that the federal government shall
have supervision a to rates.

extension bill. It provides for govern
ment aid to state college experiment
stations.
