to anticipate state expenditure and
make approximately uniform levies,

of $49,270,695 over last year, and, de

Ship Ashore; Flva of Craw Rescued.
Aberdeen, Wash. Pounding to
pieces just outside the Grays Harbor
Jetty, a four masted schooner went
ashore, and flva members of her crew
were rescued after passing many
hours clinging to the rigging, to which
they wore driven by the terrlflo sea
which sent the veBsel on the beach
and placed all in great peril.
Starving Federals Deaert Chihuahua.
Juarei, Mexico. Rather than en
dure starvation, the federal troops
have evacuated Chihuahua City, which
has been under siege for weeks,' ac
cording to advices received by Gen
eral Francisco Villa, the rebel leader.
The evacuation leaves the city open
to occupation by the rebels.

UTAH OUTLAW HOLDS
DEPUTIES AT BAY
Bingham, Utah. In a battle under
ground, with only the flash of their
rifles breaking the dnrkneBs, Ralph
Lopes, Mexican outlaw, added two
more names to his list of killed, when
he drove bark a posse of deputy slier
tffs In the Utah Apex mine.
Lopez, who started his career of
crime on November 21 by killing the
chief of police of Bingham, tw ) depu
ties and a fellow-countryman, ohouted
from the depths of hi stronghold that
it would coat many more lives before
they "got him."
The men whom he shot were Depu
ties Douglu Hulsey and Tom Mand
rlch. The shooting resulted when half
a doxen deputies penetrated the Andy
tunnel 900 feet in order to light a
smudge to smoke tha desperado out.
Outwitted a doxen times since Lo
pes began his career of bloodshed on
November 21, the sheriffs of seven
counties, in counsel decided to batten
up tha mine and attempt to asphyxi
ate the fugitive with poisonous gases.
Illinois 8uffrage Act Upheld.
Chester, 111. The Randolph county
oourt, ruling against certain liquor
dealers' attack on the Illinois women's
suffrage act here, declared the law
complete, intelligible and valid.

attention of congress and tha country
throughout the work of tha year. One
of these, tariff revision, cryatalllxed

Nation's Estimate of Naede I Less.
Congress I asked to appropriate
I1.1U8.681.777 to operate tha govern
ment of the United Bute during the
fiscal year 1915, according to the es
timate prepared by each department
and Bent to tha bouaa by Secretary
McAdoo, of tha treasury.
The estimate cubmltted are $22,
804.067 In execs of the appropriations
for the last fiscal year, but their total
full S39.265.068 below tba estimate
for that year.
For continuing river and harbor
work tha war department lays It
needs $41,183,895, which Includea
$375,000 for Improving the waterways
connecting lake Union and Washing
ton at Seattle; Columbia River, Ore
gon. $1,000,000; Colubmla River, The
Halle rapid to head of Celllo Falls,
$425,000.
Preeldent Urge Currency Legislation.
In hi message, delivered at a Joint
session of the houses of congress.
President Wilson urged immediate
currency leglalatlon, devoted consid
erable space to the needs of the farm
ers and referred to the Mexican crisis.
The Sherman anti-trust law, he said,
should ba changed o that It exact
meaning would be clearer. The pres
ident also urged the choice of presi
dential nominee by the direct vote
of the people expressed at primaries.
Trusts Next Big Question.
Naturally the trust question looms
up as the thing In the program to en
list special attention following the
tariff and currency. The administra
tion trust program In Its entirety,
however, la not likely to be presented
to rongri- nt the beginning of the
regular session. One reason Is that
ProHideiit Wilson seems to believe
that the wuy to make progress Is '.o
do one big thins at a time. Another
Is that the president has not fully
worked out his trust legislation policy.
At Hie outlet he will nsk for an ap
propriation to enable the bureau of
corporations to make the exhaustive
Investigation of facts bearing on
economy of production and with re
ispect to the question of competition
versus monopoly, which hns been out
lined heretofore. The ultlmalo pro
gram with respect to the trusts can
not be prosecuted until the investiga
tion is completed. In the meantime,
however, the house will give attention
to some phases of the problem on
which Investigations already held
have thrown sufficient light
Storage To Ba Regulated.
An elaborate anti-high cost of living
bill, not only to resist cold storage of
food, but to penalise agreements for
storage, pooling, division of territory,
Interference with competition or other
restraint of trade in foodstuffs, was
introduced by Representative McKel
lar, of Tennessee.
The new bill, which will be urged
Immediately before the house commit
tee on commerce, would make the
maximum period of storage on beef
or Its products Beven months, veal two
months, pork four months, sheep or
goats four months, lamb or kldB three
months.
Fraa Bullet Provided.
War d'lartment officials who have
been preparing, with Representative
Kahn, a bill to distribute 800,000 Krag
Jorgenson rifles now stored In govern
ment arsenals to civilian rifle clubs
In order to promote marksmanship
throughout the country, have decided
to include free ammunition with the
rifles. It has been decided that school
cadet orgnnlxattons also will be sup
plied with free rifles and ammunition.
Representative Kahn, as chairman
of the National Defense League,
which suggested the distributing of
the rifles, will Introduce tha bill in
the house.
Prohibits Watering of R. R. Stock.
Indicating the probable angle of In
terstate commerce legislation during
the coming session, Representative
Sims of Tennessee introduced a bill
to prohibit the watering of railroad
stocks.
The measure would make it unlaw
ful for any common carrier to Issue
any stocks, bonds or other evidence
of indebtedness except for some ne
cessary purpose Buch as extension and
Improvement, unless approved by the
Interstate commerce commission.
