Madras Feels Aggrieved Madras, Or., Aug. 13 "With out wishing to become a party to the controversy into which Gov ernor West and Sheriff Balfour, ot Crook County, have been en gaged. I would like to ttute the position that Madras has taken in the rice crusade in Crook County," said a city official last night. "In the story printed in the Oregonian, Saturday, Mr. Hal four in offering juslitTcation of his conduct as Sheriff of the county, makes reference to the report of the grand jury for May 1910, in which report that body indicates to the Circuit Court that the suppression of the vice in the various incorporated cities of the county should be left in the hands of the municipal author ities, thus insinuating that all of the lack of proper efforts toward suppressing vice should be laid at the door of the city authorities and not the couuty officers, and mentioning Madras as prom inently among the delinquents. "The truth of the mittens this: The report Mr. Balfour refers to was made in May. 1910, which we believe was some seven months before Mr. Balfour was sheriff, and only a month after the city of Madras was incor porated. When Madras was in corporated in April, 1910. every thing was wide open, and vices of all varieties were running, un checked by county authorities. Naturally the cleaning up of the city was not to be accomplished in a week or in a month, espec ially where no assistance was given by the county authorities. Other cities were trying to rid themselves of undesirable char acters, both men and women. This class of people habitually follow railroad construction work into frontier country, and as fast as they would be driven from one city, they would light in an other, thus making it doubly hard for the city authorities to cope successfully with the work. How ever Madras has been persistent until today tLere is less crime in this city, possibly, than in any frontier city of the same size in the West. There are four sal oons in operation, all working under a license, notwithstanding the fact that in a neighboring town, only five miles to the south an equal number of saloons are in operation, and are paying no license, save to the internal rev enue department, and despite the further fact that the town, which is not incorporated, is in a dry precinct. "Such a state of affairs has ex isted for the last year or more. There are no members of the underworld in Madras now. The present condition has been brought about solely by the city officials, acting on the knowledge that no assistance would be tend ered by the county." Lamonta Items. Mrs Anna Ragner is on the sick list. Charlie Foster is down with ty phoid fever. The Lamonta grange is in a flourishing condition. There are 74 members enrolled. There will be a special meeting September 2. A big dinner will be served. The wedding bells will ring soon for the approaching wedding of Richard Kerwood and Miss Anna 0'Neil.
