To the Voters of rAllf.n the county court on toad matter Crook County' )(XK1(X)- WM dr,wn bv Mr iylcy in county warrants iui As candidate for the office of nine of this money has been ac county judge I solicit the support (counted for on the record of the of the voters of Oriok county and their earnest consideration of the history of the present adminis tration of that office and the f.tct that I am the tirsl and only candi date in the campaign who stands (or an absolutely fair and im partial treatment of all our citi tens and all parts of the county. Attention is called to the method employed by the supporter of the present administration to se cure my defeat. How a certain ring of old-time convention poli ticians held their supposed recent meetings with a via to securing my withdrawal from the campaign so that a weaker candidate, one whom Mr. Kllis could easily defeat, might be placed in the field thus insuring Mr. Kllis election. On my refusing to be a party to a scheme of this kind which is in contravention to the beet interests of the ts i pa vers of this county, a portion of this ring proceeded to bring out opposing candidates in order to split the vote that I might receive in certain localities. A delegation proceeded to Redmond and consulted with possible candi-, dates. Others having a drag on j the county treasury evidently not desiring a change in administra tion used their influence to bring out a candidate from another calitywitha view of splitting my j VOW in mat Vicinity. It seems to I be a well established opinion that some of the candidates are thus favored for the sole purpose of keeping Mr. Kllis in office for an other term. In my addresses throughout the county I shown the people the ex- art condition of toe finances of the county especially with references) to taxes ana tne road fund and all matter coming before the county court during the past three years. . How on March 5, 1909 the county court, after abolishing the office of roadmaster, placed the ex penditure of the county road funds in the bands of Mr. Pay ley, a member of the court. This order appears on page 293 of tbe court journal and reads as follows: Court order of March 5, 1009. "It being the desire of the majority of the county court that Commis sioner R. H. Bayley take general charge of the expenditure of 50 per cent of the general road fund as pro- vtded by statute, and tbe said K. H. Bayley having evidenced hi willing- aee to accept aald work. It la here by ordered that the said R. H. Bay ley be given general charge, under tbe Instruction of this court of tbe direct expenditure of said 50 per cent of the general road fund of this county for the current year and that he be paid the legal fee per day pre scribed by statute for Crook county commissioners for bis time actually and necessarily spent In said work and also bis necessary Incidental ex penses, that he shall receive no mile age for traveling to and from bis work. Of course Mr. Bayley being one of the court together with Mr. Ellis makes the msjority referred to and j legislated iuto tbe power of these men the expenditure of fucds in which they should be the di.-intcr-e?ted representatives of the people. It is noticed that this order reads for the year TAX' only but eaid order Las never been rescinded or extended, yet Mr. lUviey con tinues to act thereunder to the present day. Neither ia there any record prior to January l, 1912, showing that any member of the court has evidenced any interest in behalf of the people of this county toward enlightening them as to what has become of this money belonging to the people of Crook county. I wish to inform the people that I do not accuse anyone of misap propriation of any funds but insist that the records should be so systematically kept that the people may know at any time the statu of the funds of the county and so that each road district may know what funds it is entitled to to meet its needs. Such records do not now exist in this county. I also insist that the desire of the taxpayer should be con suited when public funds are to be expended. Where large construction is to be done, bids should be called for and contracts let where it will be more economically done in that way. The county records do not reveal that the court has ever protected the interests of the people in this manner during the period covered by this administration It ia high time that the citizen of Crook county should meet the lo-Situation and demand their richts j the premises. Tn referent to tha h eh taxes demanded of Crook county cilitens this year, the people should know that the great increase of this year is not wholly due to the extra levy for state purpose a some would have you believe, but is largely due to increased lev made by our own county court The property yalue hown by ah 1909 tax rolls on which taxe were p,j jn 1910 was t7.910.421. 00 ,n(J the total levy was 15.5 mill of levy which 2.2 mills was levied for road purposes. The valuation for 1910 on which taxes was paid in 1911 was 99,- 199,008.00 and the levy was 16 nulls of which 3.95 mills was levied for road purposes. Tbe valuation for 1911 on which taxes are paid in 1912 is 19,201,463 and the levy is 20 mills of which 1 mill is levied for road purposes. For tbe year 191 1 tbe state and county tax levy wac 7.5 mills while for the year 1912 the county tax alone (including cruising of timber) is 9.45 mills being nearly 2 mills more than the state and county tax tor the year previous. This is tbe cause of tbe excessive taxes for this year. After depleting tbe county treas ury of its road fund the levy for the coming year will be so small that very little can be accomplished The road fund for the coming year will amount to about f0,2tj0, as against 149,890 for last year.
