Ainsworth Affair Basis of an
Investigation of the War
Department
Washington. Investigation of the
ar department Is regarded as cer
tain as the outgrowth of the differ
ences between the secretary of war
and General Wood and Major-Genernl
Ainsworth, which culminated In Ains
worth retirement after a threatened
court-martial.
Geueral Ainsworth was subpenaed
to appear before the house commit
tee on expenditures in the war de
partment. He was dint ted to pro
duce papers of the department relat
ing to the charges against Major R.
B. Ray, but members of the commit
tee. Including chairman Helm, admit
ted General Ainsworth would be
asked about many other things and
that the entire administration of the
war department would be probed.
In addition to this phase of the In
quiry, the house committee on mili
tary affairs will act on a resolution
Introduced by Representative Wat
kins, of Louisiana, calling upon the
secretary of war to produce all pa
pers, correspondence and orders hav
ing any bearing on the letter of Sec
retary of War Sttmson to General
Ainsworth setting forth the charges
of insubordination which led to bis
retirement
Sugar Trust Investigators Report
The sugar trust investigating com
mittee, after many weeks of open
hearings reported to the house that
sugar trust exists.
The committee estimates that 62.39
per cent of the sugar business la con
trolled by the combine.
As to the effect of the combine on
the cost of sugar to the consumer,
the committee expresses the belief
that monopoly keeps the price op, and
charges that since the organisation
of the American Sugar Refining Com
pany in 1891 It has violated the Sher
man law repeatedly.
The report states that the Louisi
ana canegrower is discriminated
against by an arbitrary ruling of the
trust, but that the Hawaiian planter
is independent Of the beet sugar
growers the report says:
"Your committee reports that the
evidence as taken does not disclose
combinations between the manufac
turers in the beet sugar industry that
have caused or had a tendency to
cause a decrease in the cost of sugar
beets."
"Wets" and "Drys" Argue
The "wets" and "drys" fought at the
Capitol over the question of prohibit
ing the shipment of liquor Into states
where its sale is barred. Mrs. Lillian
M. N. Stevens, of Maine, president of
the National Woman's Christian Tem
perance Union, appeared with the leg
islative representatives and the offi
cers of that organization, while a del
egation of German-American men and
women led by Representative Barth
oldt of Missouri, opposed the legis
lation. The hearing was before tbe
senate committee on the judiciary.
Arrest to Impress the Mexicans
The war department has decided
to deal drastically, with Lieutenant
Ben W. Fields, of the eighteenth in
fantry, who, in command of a squad
of American soldiers, made the mis
take of orosslng into Juarez, Mexico,
to El Paso, Tex., and nearly precipi
tated an international clash. Fields
has been arrested pending investiga
tion. While the war department is con
rinced that the mistake was due to
the unfamillarity of Fields and his
men with the fact that the trolley car
they boarded was to cross into Mexi
can territory as a part of this regular
trip, It Is desired that this fact be
thoroughly impressed on the Mexican
officials.
National Capital Brevities.
President Taft's urgent appeal for
action in Alaska matters bore fruit
In a bill introduced by Chairman
Flood of the territories commit
tee to create an Alaska railroad com
mission of three members.
Declaring that further naval defense
is essential to the Pacific coast, Con
gressman Hayes of California, has
asked the house naval committee to
provide 50 additional submarines on
the western coast.
Representative Sulzer, of New York,
has Introduced in the house a bill sim
I'ar to the Lafean bill of the last con
tress, which attempts to standardize
the size of boxes used In shipping ap
ples, the purpose being to discrimin
ate against western apples.
The chemical schedule in the tariff
bill prepared by the Democ ratic mem
bers of the ways and means commit
tee will Increase the revenues of the
government more than $4,000,000
Many oils are transferred to the dut
iable list, paints and dyes are reduced,
and spices are taxed. The most im
portant Increases are chloroform
from 6 to 20 per cent, and caffeine
from 25 to 45 per cent Crude tartar

Eleven hundred dollars a year Is
the smallest Income on which a New
York man should venture Into matri
mony, according to the verdict of the
Rockefeller Bible class.
The Cudahy Packing company has
been Indicted at Atlanta, Ga., by a fed
eral grand Jury on 265 counts for mak
ing false Internal revenue returns oa
sales of oleomargarine.
The Japanese house of representa
tives has passed the budget calling for
nearly $300,000,000 revenues, $100,000,
000 of which Is to be expended for 18
new battleships to be completed by
1920.

June.
It Is rumored that Herbert H. As

miership of England and accept a

M. Jusserand, the French ambas

club celebration in Chicago.
Declaring that she Intended to keep
her husband's estate Intact, Mrs. E.
H. Harriman has sold all her stock In
the Union Pacific and with the money
so obtained has been buying Union
Pacific bonds.
By almost the unanimous vote of
every Shriner In the United States,
Louise Cunning of Duiuth, Minn., has
been accepted as a daughter of the
order. She is the first woman in the
world to have this honor conferred.
President Taft, Secretary of tbe
Navy Meyer and W. Morgan Shuster,
deposed treasurer general of Persia,
headed a distinguished list of speak
ers at the annual convention of the
Navy league of the United States held
in Washington.

Headquarters for Speaker Champ
Clark's presldental campaign have
been opened In Chicago.
President Taft was unanimously in
dorsed by the Georgia convention,
which met and elected delegates to
the national convention.
Ex-Governor Folk has asked friends
in Nebraska not to consider him as a
presidental candidate, declaring he is
pledged to Speaker Champ Clark.
Warring factions in the First Con
gressional District of Tennessee pre
cipitated a free-for-all fight when the
district convention attempted to or
ganize. Franklin MacVeagh, secretary of
the treasury, in an address at Lan
sing, Mich., came out flatly with the
expressed belief that Theodore Roose
velt "would not and with his make
up could not run against Taft" this
year.
Colonel Roosevelt's word, spoken on
March 8th, 1904, and repeated on Dec
ember 11, 1907, that under no circum
stances would he be a candidate for
or accept another nomination, did not
J.ean quite that. The Outlook in its
current Issue says so In effect; and
since his return from Africa, the Out
look has been recognized as tho offi
cial mouthpiece of the colonel. The
Outlook's editorial uses this illustra
lion: "When a man says at break
fast In the morning, 'No, thank you,
