RECALL INOPERATIVE Attorney-General Gives Opinion Act Is Not Self-Executing. Salem. That the recall amendment tto the Oregon constitution Is Inopera tive and ineffective because it is not self-executing is the final opinion of Attorney -General Crawford, handed down for R. H. Howell, county clerk of Lincoln county, who requested Information on the point be cause of a move on foot in that coun ty to circulate recall petitions against ithe county Judge and one of the coun ity commissioners. Once before this point had been passed on by the office of the attorney-general when an assistant offered Jn opinion that the amendment was self executing. The opinion Is sweep ing In its nature and declares that the recall provision Is not self-executing and that further lcgslative enact ment is required before the recall intendment will become effective. Port Win Decision. Marshfleld. Judge John S. Coke, of the circuit court, has given a decision in the injunction case regarding the formation of the Port of Port Orford In Curry county, deciding in favor of the port, thus dissolving the tempo rary Injunction. It will now be pos sible for the canvass of the Tote on the port question to be made by the county officials of Curry county and the port proposition declared carried. Estate to Be Cut Up. Marshfleld The estate of the late R. D. Hume, recently purchased by Portland men, has passed into the lands of the new owners and their representative. V. H. Leach, has taken charge of the property.
