This Is to Certify, That you are entitled under
the Carey Act to 160 acre of land in the famou Powell Butte
country absolutely free; that you are further entitled to have
firt choice of 6000 acre jutt thrown open to entry by the
Central Oregon Irrigation Company; that if you present thU
certificate at once to the undersigned, you will not be required
to become a hardy pioneer and live away from civilization,
schools and churches and 50 or 1 00 miles from railroad but
you will be allowed to select your land only 6 or 7 miles from
Prineville in a well settled country and only 10 or 12 miles
from railroads ACTUALLY BUILDING; that you will not
have to depend on rainfall to insure a crop but you will have a
perpetual water-right which will cost you only $40 per irri
gable acre; that you will be allowed to pay one-fourth of this
down and the balance in S equal annual payments; that you
will be given three years in which to establish residence and
make the necessary improvements; that you will not be re
quired to live on the land five years but only 30 days if your
improvements are sufficiently good; and furthermore that you
will not be required to pay any location fee.
Acknowledged by the knowing public on this 2nd day of
March, 1911, or any other day to be the best proposition for
homeseeker in Crook County, Oregon.

Mail service to Central and In
terior Oregon will be established
over the Oregon Trunk Railway
April 10.
A contract was entered into last
week between the Government offi
cials and the traffic department of
tbe railway, which will continue
in effect for a year. All the mail
for stations on the line of tbe Ore
gon Trunk will be carried, as will
that for Prineville, Bend, Red
mond and other points in tbe in
terior of the state that now are
served out of Shaniko. Mail mat
ter will be delivered in Madras
and other towns on tbe railroad at
least 24 hours earlier than at pres
ent, and in some places the time
made by the stage will be cut down
nearly 48 hours.
Application for this service waB
made to the postoffice department
ai soon as the Oregon Trunk
started operating over the new
road, but the request had to be
handled through tbe usual chan
nel of officials between Portland
and Washington, with the result
that inauguration of quick deliv
ery was delayed more than a
month.
The express companies started
sending their consignments over
the new road on the second day
after it was opened for traffic.

St. Paul Capitalist Here.
Mr. and Mrs. A. A. White of St.
Paul, Minn., are in Prineville this
week looking after their interests
here. Mr. White bought the Poin
dexter Hotel property last fall and
is here for the purpose of fixing it
up and putting it in first-class
fhape. Mr. White has extensive
interests in Mexico and went south
for the purpose of inspecting them.
When be got to El Paso, Texas, he
changed bis mind. Not that he
was afraid, but railroad travel was
so uncertain he decided to call off
the trip for the present. He was
among the sightseers that crossed
the Rio Grande from Texas to wit
ness the ''rucksion" in Mexico.
Tbe town he visited was captured
by the insurgents and was in
danger of momentary attack by
the federals. He didn't stay long.
Mrs. White, however, didn't get
cold feet and wanted to see what it
was all about.
City Council.
The city council met in regular sea
eion Tuesday evening. Present Mayor
Edwards, Councilinen Noble, Yancey,
Ward and Winnek, ReconJur Breese,
and OfficeiB Weston and Yancey.
The minutes of an adjourned meeting
and the last regular meeting were read
and, after a few corrections, approved.
T. H. Lafollette, on behalf of the
school directors, came before the coun
cil to see what could be done in the
matter of exchanging the school site for
the park ground. He was informed
that every member was in favor of it
and it was now up to the directors to
place it before the people.
Councilman Ward was instructed to
look into the matter of surveying a 100
foot channel for the Ochoco within the
corporate limits of t!,e city. He as
sisted Surveyor Rice a few years ago in
this work but beyond making a pre
liminary survey nothing else was done.
The council intends to take up the mat
ter and aee if piling or other means
cannot lie used to confine the stream to
its banks in high water. Property own
ers along the etieam have long been
anxious to see something done and will
lend the council every aid to prevent
the useless waste and damage by high
water.
Chief of Police Weston reported seven
arrests for March and the collection of
t6 dog tax.
Officer Yancey reported three arrests
for March.
Recorder Breese reported 10 arretB
with fines totaling $?. $42.60 wag re
ceived for license. Total amount re
ceived by him during March was
$1 10.60.
The quarterly report of City Treai
nrer Smith showed a balance on hand
of $4783.40.

Officer Weston waa Instructed by the
mayor to have tbe Main atreet cisterns
repaired. Some of them were not in
good condition.
An ordinance was passed placing the
city treasurer on a aalary basis. His
compensation ia placed at $25 per
month. Council adjourned to meet the
first of the week.
Annex Meeting.
At the regular monthly meeting
yesterday of the Ladles' Annex the
following officers were elected: Pres
ident, Min. Doonar; vice-president,
Mrs. Edwards; secretary, Mrs.
Adams; treasurer, Miss Baldwin.
The treasurer reported over f 200
on bund.
The following committee wus up
pointed to purchase furniture for
the ladle' room which ha recently
been fixed up by the Commercial
Club: Mr. Stewart, Mrg. Belknap,
Mr. Amanda Elklns. TIjIh large
room, together with the additional
space added to the library, will give
the ladies plenty of room In which
to fix up comfortable and attractive
quarters. A new book-case wag or
dered for the library.
