It aj pears, however, that private individuals have an un willingness to swear to complaints or testify as to violations, which may come within their observation, and inasmuch as the authorities have no means of compelling pri vale individuals to furnish such evidence, it has become and is a difficult t-ituation for the authori ties to deal with. It is a well known fact that it is practically impossible for the district attorney or sheriff, or their deputies, in per son, to be on the ornnn.l .I p, . . u w . fc.ic time when any Euch violation o Tur.-, as the movements of these officers or any of their deputies are closely watched and should they or any o them visit a place where it h thought any such transaction cc nr, everything would be tegu li'.ed until the officers had turned their back. In many of the conu- tiesof theFtate, the county court miiy realize this phase of the ques tion and have made provisions whereby oulnide jeople are em ployed who can and who make it their business lo secure evidence, which enable prosecutionH of the violation of the liquor law to be fuccessfully conducted. This is true in Umatilla county, W'aeco, ana oilier counties in Eastern Ore gon and also true of aany of the counties of the Willamette valley. This question is a public one and the county court as well as all officials are interested in seeing that any .law which is upon, the si a (tile books is properly respected while the law exists. I therefore earnestly request of the countv court that a special meeting be I that it should be observed and it is to that end that I present this matter to the county couttacd ask that action be taken by it, as is done in other counties, to the end that proper results can be obtained.
