High School Priacipal Makes Annual Report The following report of the prin cipal of the Crook County High School has been favorably passed upon by the board and ordered printed. It reads: Pradpil' Revert. Jusirr, 1909. Board of Education of The Crook County High School Gentlemen: At the November meeting of tlie Board you asked me to make out a report and turn It In at the next meeting. Knowing that you are Tery busy, this report will contain only euca Information a I think you wish at this time. If there are any other reports concerning the school, or If this report Is too brief In any respect, It will be a- pleasure to make mich out. In May twelve pupils will lie ready for graduation. When this class en tered the school thirty of the number came from the town school and three came from other parts of the county. Every year since theu the number coming from the town school has decreased, while the numlier coming from the rest of the county has In creased. This September sixteen pnplls entered. Of this number seven (three of whom had been out of school a year) came from the town school and nine from the other parts of the county. Besides, only four of the seven who came from the town school live at Prlneville. Out of an enrollment of forty-nine, eighteen live here in Prlneville. I make men tion of these facts to show that the high school is not only drawing most of her pupils from the districts out side of Prlneville, but also to show the Increased Interest of the other districts toward the school. Although the number of eighth jjrade graduates has decreased iu the last few years from sixty-four In 11)05 to twenty-four In 190S, and although grades above the eighth have been added to four of the largest districts of the county, we have not only held our own In numbers, but our attend ance has Increased. While we are glad to see the other schools grow and to know that many more pupils are taking work above the eighth grade now than a few years ago, we feel that next year Is the year when the high school will add more pupils to her enrollment than at any past time. Paring the summer vacation, every one of our boys was at work in some remunerative and profitable employment. Permit me to call your attention to the fact that, If a boy or girl, prepared and anxious to obtaiu an education, desired to come here, we have been able during the last two years lu every case te find honest employment of such a nature that full expenses In all Hues are paid. Most of our boys and girls are help ing to educate themselves. From a third to a half are earning nil the money they use while with us. Permit me to call your attention to the fact that the high school sets a standard for the other schools of the county, and by doing so has In creased the efficiency ol nil the schools of the county. Any Increase lu the efficiency of this school means an added Increase In the etiideucy of all the schools of the county. The addition of the Teachers' Course to the curriculum of the school will help the other schools of the county In another way. This course Is entirely for the benefit of the other schools. Tor this reason, I would recommend that the work which will help the other schools the most be taken up. At the present time, In my opinion, the public schools in this county suffer most for teachers qualified to teach In the primary grades. If the pupil does not receive the proper training in the first five years, especially the first three, or if he be started In the wrong way by an Inexperienced thongh well meaning teacher, much of that which the school should give him will be lacking. In many ways this can never be made up. It seems to me that a teacher thoroughly qualified to teach the teachers and the pupils of this course how to teach in these grades should be em ployed, A teacher of this class, or In fact a good teacher of any class, A wmm as high as you can there's no" danger as low as you please ( there's no smell. We must do some exKrimetitlng to find out just what phases to teach and just how they should lie taught here, so that w hile we would lie giving more to the pupils with this change than we do now, we can be arranging for the time when a thorough course lu agriculture can lie given here. I may say that Jht inisslon lias Invn given me by the state superintendent to make such changes if the board and county superintendent concur. To do the proper work In physical geography, laboratory work. especially In relief modeling, must be given. With t lie use of the old court tnuso, I believe thnt all apparatus and tools cau be furnished for a hundred dollars. When once fur nished, I doubt if It will coat live dollars a year to continue the work. Therefore, I recommend that n hundred dollars be appropriated to fix up a physiographic laboratory to lie ready for use in September, To give the practical work In agriculture that we should, dirt must be brought In and placed on one side of the building and a fence plaeetl around this spot. Sooner or later the grounds must be fixed up and this work will be a part of that. Iu the long run there will be very little added expense. We feel that this can be done ut a cost not exceed. Irig$50. I would recommend that this work be done as soon us spring opens, so we cau take advantage of It for our present class In botany. When I first fame here two years ago, I found nearly everything w rong with the heating plant. Since that time, by continual experiment, many changes have been made in it. It Is giving much better service this your and, from the way It Is doing now, Is costing much less to run than ever before. While tills plant will never be satisfactory, If we can, we should postpone the adding of a new plant until we have our new addition, and then a plant capable of easily heat ing both should be Installed. We still have some water In the radia tors, which causes trouble and causes us to use much more wood than wt should. We have had the American Iladlatorman and the men who put lu the heating plant In the new court house look over the plant. They say that if another pipe, a two-Inch pi fie, is run from the return back to the boiler, the present suction which sucks the water from the boiler Into the pipes and the cause thut holds the water lu the radiators will be removed. This will not cost more than twenty-five dollars. I would recommend that this be done as I feel that It will pay for itself la many ways, as the other improvements have in tiie past. In conclusion, permit me to cal) your attention to the fact that this was the first county high school lu this state. The law was planned for three main reasons One reason was to give the smal'er districts a way to sei d their pupils through the high school grades, and .to give those who had no chance to go on with tlrelr education a way to make betb r men and women of themselves. A second reason was the fact that the district schools of the counties would have a standard set, and the efficiency of these schools Increased. A third reason was due to the fact that a county high school lias more backing, more money, more Influence, and can do work that no school out side of a large city can hope to do. While there were and are many other reasons for a county high school in every county in the state I feel that I would be taking up too much of your time to enumerate and explain them. Besides, I feel that you have looked Into this matter to some extent and nie familiar with tlio facts. If not you need but to look to the conditions In our county in 1002 and to them now. I5ut if you will excuse me, I wishtoeall your at tention to the fact that the trainers of this bill, studying the school systems of the other states, builded wisely and well.
