H. A. Brattain, Paisley, Ore. The candidacy of H. L. Holgate, a prominent Klamath county citi- len, for the republican nomination for the joint senatorship of this district, ha been informally an nounced. In his home county he has strong support, especially from the ranchers, farmers and stockmen, with whose interests he has been actively identified, and his candidacy will appeal to the voters of Crook and Lake. Mr. Holgate was born in Oregon, at Corvallis, and has been a resi dent of Klamath for several years. He is 40 years of age and for 15 years has been a member of the Oregon bar. He has never held nor sought a public office, except that upon the organization of the United States reclamation service he was tendered, and accepted, the assistant attorneyship for that gov ernmental department. In that capacity he served four years in Washington, D. C, and in the western states. He previously served one year in the Philippines as a member of the Oiegon Volun teers. He has a wide acquaint- tance with the public men of the state and is familiar with legisla tion and legislative methods. Mr. Holgate is a resident of Bon anza, Klamath county, where he is managing a bank, and is also inter ested in the Bonanza Creamery, Farmers' Telephone system and similar organizations of that enter prising community. Need of Water Legislation At the request of (!ov. ChaniW'r lain State Kupineer Iwis ha compiled a seciftl report on the need of water legislation for Ore gon. In asking for the report the governor said: "The great uncertainty ao to titles to water, the wide difference of opinion among the nbleot water lawyers as to what the water law of this state really is, and the v8t amount of capital that is already invested in this state in works de pending upon the use of water, make it absolutely necessary that Oregon at an early date place up on her statute books a complete, concise and definite rode of law governing the use and distribution of water, patterned after the mod ern laws of Wyoming, Idaho and Canada, where title to water are as secure as titles to land. Ore gon's sin, not so ranch of commis sion as of omission, jn this matter, is becoming notorious among tho states of the west, where the diver sion and use of water is necessary, and if persisted in, will greatly re tard the settlement of lands l ready reclaimed, and discourage further development of our gr l waU'r resources." After carefully reviewing the situation ill which he dwelt upon the existing evil and showing the harm done to the slate by the lack ol adequate legislation. En gineer Lewis set forth the follow ing under the head, "Needed leg islation:" "In view of the existing condi tions, it would appear to be the duty of the state: "First To provide a means whereby the priority and limit ttins of every existing right to the use of water can eventually be determined. "Second To provide tor a com plete record of all water rights. "Third To provide for the pro tection of these right by an effec tive administrative system. "Fourth To determine the amount of water available for new use. "Fifth To provide a definite method of procedure for acquiring rights to such unappropriated water. "Sixth To provide suitable pen alties for the proper enforcement of such law. No right to the use of the state' public water should become vested unless initiated in compliance with the provisions of the law." Judge Willits is well qualified for the position He is a man of about 60 years of of age and has lived in Lake and Klamath counties for the past twenty or twenty-five years. He is a large taxpayer and is inter eeted in projects for the promotion of the community in which he lives. Mr. Willits was county judge four years and gave an ex cellent administration of that office.
