Board Modify the
New Rales
After many months of disagree
ment and controversy owr the
adoption of irrigation rule", the
State Land Board and the Pes
chutes Irrigation & Tower Com
pany reached an agreement and
rules were adopted apparently sat
lefactory to all concerntd.
The Board receded from the po
sition it had taken upon the sub
ject of actual residence upon the
land, and the rules adopted re
quire only that there shall be
residence tor tnree months prior
to making proof of reclamation
cultivation and settlement. This
proof must be made within three
years after application to purchase,
The reclamation must consist of
the irrigation and cultivation of at
least one-eighth of the tract ap
plied for, within the three-yea
limit.
As to sales heretofore made, the
three years' period begins to run
from the date of the adoption of
the rules, November 25, 1907
The rules thus agreed upon are
materially different from those
adopted some time ago. When the
Board had the matter under con
eiders t "on in the fall, rules were
adopted requiring that residence
be established upon the land
within six months and be main
tained continuously until final
proof has been made. The rules
also provided that notice of in
tention to offer final proof must be
published for four weeks. Partic
ular provision was made for con
tests. These and other provisions
were onsatisfactory to the irriga
tion company and at its repuest
the rules were suspended.
At subsequent conferences the
objectionable provisions were
eliminated. While contests are
still permitted by the rules, an
applicant need not give nbtfce of
all practical purposes, contests are
impossible. The new rules will be
of great aid to the irrigation com
pany in effecting sales of land, for
residents of other states can now
purchase and need not come to
this state until they wish to
establish the three months reel
dence and make the proof. X

position to leave their homes and
establish a residence on their land
within the required six months.
Under those rules they would have
been compelled to establish a resi
dence or give up the land. The

FATHER HICKETS
FALL VISIT
Recently we had the pleasure of
a call from Rev. Father Hickey,
who had but just returned front an
extended eastern trip and was en
route to Bend for his "fall visita
tion.' The reverend gentleman
celebrated mass in Prineville then
drove to Bend where he remained
until Tuesday last.
Our Bend correspondent sent us
the following interesting letter
which was received too late for last
week's issue:
Masses were celebrated in Bend
on Sunday morning at 8 and 10
o'clock and a surprisingly large
congregation was in attendance.
About thirty persons went to con
fession and received Holy Com
munion duriug Father HickeyV
stay in Bend. On Sunday morn
ing there was a high mass which
was a most pleasing surprise to the
congregation. The altar was
beautifully decorated with lights
and flowers, and all the rich cere
monial of the Catholic church was
used. The music was exception
ally fine and elicited from the
pastor and whole congregation
well-deserved praise. Gans 2d
Mass in D was rendered. It is
grand musical composition and
wag done full justice bv Miss
Emma Erdman soloist, who was
ably supported bv Miss Aime
Trautner, contralto and organist
and by Mrs. E. J. McDonald and
Mr. G. Brosterhouse. Father
Ilickeys morning discourse was on
the "Material and Religious De
velopment of the East," and was a
most enjoyable treat. In the
evening at the 7 o'clock services
the reverend gentleman spoke-on
the religious trend of thedav. of
the daily life of a Catholic and the
passing away of the religiou.-

A first communion and confir
mation class has been formed in
Bend by Father Hickey, and an
ble Catholic gentleman appointed
as superintendent and teacher.
Every Sunday morning at 10:30
clock the class will meet for
nstructions at the little church
and parents will have the satis
faction of seeing their "little ones
carefully brought up and in
structed and prepared for first
communion.

CREWS CALLED OFF
FOR THE WINTER
Forest Supervisor A. S. Ireland
has completed the greater part of
the field work that was allotted to
him in- the Blue Mountain forest
reserve and has taken the con
struction crews off the trail.
About the first of August Mr. Ire
land received order from Forester
Gifford Piuchot'to construct trails
from Summit Prairie to connect
with the wagon road at some point
near Dayville, intersecting a ter
ritory some seventy miles in length
that at present is almost impass
able in places and nothimt better
than cattle trails.
A crew of six laborers under the
direction of Forest Guard C. S.
Congleton have been at work on
this end of the trail and were
forced to abandon the work until
fpring because of the snow fall,
after having completed 23 miles of
the most difficult part according
to the specifications of the forest
service.
During the winter a ser es of
lores lew 'cabins' will be built
throughout the Blue Moun
tain and the Maury Mountain
reserves. The houses are
built after a plan that has not
been definitely deciied upon by
the department but it is known
that they will all be of a specified
size and shape, and will nil con
tain, beside a handily equipped
ollice for the chief officer of the
subdivision, five or six house
keeping rooms lh.it will be for the
use of the family of theolllccf who
happens U Ih stationed at Unit
point. The cabins will be for the
free use of the forest officers and
will be situated on ths reserve.
Forest Guard Congleton will have
charge of the cabin construction
and expects to complete about
seven of them during the winter.
W. A. Donnelly, forest guard,
who has been employed on the
south and west divisions of the
Blue Mountain reserve during the
summer, has been transferred to the
north side, and will have charge
of wottfrom the west end of the re
serve to Dayville, a distance of
alHut eighty milen.
These men have been here the
past few davs checking out their
summer's work with their chief
and getting orders for the winter's
campaign.
