The movement to give stockman of any community contiguous to a forest reserve greater voice in fur nishing the evidence upon which range allotments in the reserve are made, has received consider able imjietus since the question was raised by Senator Fulton in connection with the allotments on the Wenaha reserve, of Oregon. In case stockmen feel that they are aggrieved, they want the right to have the issue given impartial hearing. Such an issue would in volve the questions of the nutnWr of stock a forest reserve range will support without injury to the re serve, and the respective interests of stockmen. In apportioning le tween prior occupants of the same range, stockmen want equity in Mired. Also the question has arisen regarding the future. Some have deduced that the present custom of the forestry department in apportioning to former occu pant of the reserve range, will establish a perpetual right for given stockmen, so that all sub sequent stock fnterests will be ex cluded from this government pri vilege. Senator Fulton hopes to have something more-definite than the present procedure, laid down for the future. Some of The Reasons Why Charles A. Johns Should Be Nominated. He is a native lorn citizen of the United States; forty-eight years old; in the prime of life and a type of the younger and pro gressive element in the republican party. Is a pioneer of Oregon. Has resided twenty-nine years in the Willamette Valley and eigh teen years in baker City. Oradu ated from the Willamette Uni versity with an A. B. degree in 1878; admitted to the bar in 11. Has alxvays taken an active in terest in public affairs. Was elected mayor of Baker City in 1891, re-elected in 192, anil again in Xovemlter 1904 by the largest majority any candidate ever re ceived for that o'lice. In June 1905 was elected school director for the fourth consecutive term and received every vote cast. Has always taken an active, personal interest in educational affairs. Excluding saloons, he lias support and endorsement, without j regard to party, of practically every business interest in Baker county. Is qualified by nature, learning and experience to rill that position. Has never been a fac tional man; is not a factional can didate and would not be a factional Governor. Has always been a re publican and a loyal supporter of its ticket and principles; his nomi nation would harmonize and unite the party and insure the election of a republican Governor. He is the choice of Eastern Oregon, which, in the congressional elec tion of 1904, cast nearly seven thousand more votes than Mult nomah county. Baker county is one of the largest in Eastern Ore gon, and in its whole history has never received any political recog nition by the republican party, either state or federal, by election or appointment.
