As a result of the Fair, therefore, Amer ica is stronger in its National life, the future is more emphaoixed, more Hvsibl, more brilliant. Work by the various crews of railroad surveyors continues in Crook county and report from the districts where stakes are being driven the thickest do not indi cate a cessation of the activity which began some weeks ago. In consequence the interior country can shake hands with itself over the engaging prospect of the future. On the other hand there is plenty of time to recover from the shock of the engineers' pre sence because it will lie next spring anyway before actual construction work can begin. The establishment of a rural free delivery at Culver will em phasize the fact of the very rapid settlement -of this section of Crook county during the past ftw years. It requires 1(K) families upon a route of not to exceed 25 miles Ix-fore a petition for a rural free delivery route will be considered, and the Culver route, if establish ed, will be the second which has been allowed in this section of the county. And they will be the only free deliverv routes in Crook county, indicating the wonderful development and settlement of a country which was only a few years ago given over entirely to the pasturage of the flocks and herds of a few scattered stockmen. These dividends, as a matter o fact, are derived from overchargts and come from four sources, namely: The company must estimate the death losses over the life time of any given policy, and prudence requires that these estimates shall be over rather than under the mark. In the same way it must esti mate the expenses, and to be on the safe side here again the com panies have made their calcula tions on an excessive basis. Again, they Portland, s yes. Oregon's and the Northwest's fair is closed. A fair which has been an unqualified credit to the energy and progress iveness of this state and Portland in particular; a fair which holds an enviably close place to the great eastern exositions and which has done more for the Pacific coast states than a century of inani mate advertising. The Pacific Monthly, keen to appreciate the benefits of the exposition, summar izes its effects as follows: Two great things have been ac complished by this .Exposition. First, and perhaps most import ant, the Pacific Coast has been must estimate the: more thoroughly advertised than earnings on the reserve, and anv overestimate on that fund belongs to the policy holders pro rata. The policy holder is also en titled to the return as dividends of any surplus interest earnings on the surplus fund. A policy holder is as much en titled to these dividends as is a person who makes a purchase at a store entitled to the change that is justly hie due between the pur chase price of an article and the amount of a bill tendered in pay ment. McCurdy is the first in- ever before in its history. Thou sands of people have come to Port land, and have taken the oppor tunity of getting acquainted with the wholo Coast. They have re turned East with an entirely dif ferent conception of the West, and it is safe to say that perhaps nine out of ten of such persons will be enthusiastic about the beauties and possibilities of this section of the world. A second and wholly un expected result of the exposition has been that, in introducing the East to the West, the West has eurance man in the history of been introduced to itself.
