TIME TO BE IP AND DOING. If Crook county is to head off for the third time a division of (Ids county, giving to Antelope the county feat of a new district to he known as Stockman county, Fhe must le up and doing hefore the other fellows get the host of the race. In another column will he found an article which shows clearly the trend of opinion in Wasco coun ty. The Hood River resident are anxious to secure a division of the county there giving the county feat to the western division if made. The Dalles naturally op poses any such move as it realiies that in such a division it would Ikj losing one of the richest and most productive districts embraced within its boundaries. On the other hand it is quite willing to "can" Antelope, and aid the lat ter in its efforts to gobUe up a portion of Crook, another portion of southeastern Wasco, which is not worth much to the county proper and from which little revenue is derived, and establish the county seat at the Buckskin town. In all thid Antelope acquiesces as is fitting her innate modesty, and she is preparing for an indulgence of reality in her long cherished thoughts. Peti tions are already being circulated and meeting with a ready signa ture on the part of The Dalles residents. The Dalles in so doing is saving her own neck and mak ing an effort at the same time to get rid of & cumbersome barnacle hanging onto her stern beams. In fact The Dalles admits as much. This, of course, is all very nice lor Antelope and. the country im mediately surrounding the town. It has been planned nicely and would in all probability work out to perfection if Antelope in her gluttonous efforts did not w.sh to devour the northern quarter of Crook, one of the most fertile dis tricts in this county. The ret-i dents in that region are unequivo cally opposed to such a move and a strenous effort should be made not only by the residents of the Ageacy Plains country but by the whole of the county to place an effective damper upon the designs of the Buckskin neighborhood. Crook county is not ready as yet to part with part of her parts. When that time doe? arrive she will be the first to tell about the matter and will probably not lose any time in making herself heard. Furthermore she will do all the drawing of lines necessary to dis figure her f ice and these are not likely to be as favorable to Ante lope as they would be Ehould the latter rush in for a sky rocket finish at the coming session of the state legislature. The Public Lands committee could not have chosen a wiser course than it did in indefinitely postponing any action towards the repeal of the public land laws. Had the committee seen fit to rec commend the repeal of the home stead, the desert land and timber and stone acts and congress had taken pesitive action on the com mittee's report, the present session of congress would have passed into history as one which had played directly into the hands of the timber corporations, the rail road land grabbers and the man ipulators of scrip. The latter three are the instna ng causes of the efforts being made to secure a repeal of these laws ley an act of congress and a blind man would not experience much diflicultv in seeing the reasons for their work. Just at present there is a vast amount of scrip being held by these fighters against the public land laws and a repeal of the lat ter would mean a rhaterial advance in the price of the paper, and a successful effort to force a corner in the only remaining method by which government land could be secured. Eventually all the scrip would be in the hands of those who now hold the majority of it and its price would be regulated as easily as the pcndulm of a clock with the ensuing fluctuations always toward a higher quotation. Aside from the enormous profit that would be reajt'd from a manipulation of this paper, a re peal of these laws would leave the remaining public lands in the hands of those corporations and syndicates against whom every effort is now being made by the Interior department io connect them with the timber land frauds in this state. A repeal of the public land laws would forever cut off the homesteader and bona tide rcttier. The western states in consequence would become set tled only a rapidly as the scrip holders found it convenient to lay their scrip ujHin desirable sections then sell the latter at greatly ad vanced prices to prospective set tlers; and if they chose to act as the Wagon Road company there would 1 no sales and no actual home building settlers, but instead the lands would be leased, the leas ees would pay the taxes and the various districts afllicL'd with scrip lands would remain forever at a standstill so far as develop ment is concerned. Just as long as there is a jiossihility of timber reserve lands or agricultural sec tions in Indian reservations being thrown open to the public, just that length of time will the Public Lands committee lie besieged by politicians and lobbyists whose superficial sympathies while in Washington are for Uncle Sam and his remaining unoccupied lands. When at home and follow ing the business of their calling their tentacles shew plainly the character of land grabbing octopuses. No stone should be left unturn ed to secure for Crook county a creditable exhibit at the Lewis and Clark centennial, and in con sequence the call of County Judge Bell for a meeting on December 24 to determine the scope and character of the display should meet with a ready restionse from all parts of the county. As a pissing remark, Crook county should have one of the best ex hibits to be seen among those of the various counties in the state and no lack of interest should be evinced until arrangements have been' completed for such a dis play. There is a world of develop ing industries to draw from, and with the irrigation companies on a firm footing and attracting at tention from all sections, the mining interests and agricultural resources such as will cause no little comment among those who see their production", an extended display will do much toward ad vertising Crook county advertis ing it upon its own merits. Only a few weeks' work is necessary to give Crook county an exhibit that will attract the attention of thou sands and attention once corraled means inquiries from prospective settlers that come hand in hand with increasing irnigration. What light has the portage road commission to say that unless the people raise $40,000 within a cer tain time, for the completion of the portage, that the state portage fund will be withdrawn arid the project be at an end? Is the state portage commission bigger than the legislature which created it, or than the people who created the legislature? Why has not the portage commission proceeded with the construction of that road as authorized by the legislature? Why has it dallied with the mat ter for two full years, without making a definite move, until another legislature convenes to re peal the bill? Even though the amount of money appropriated is insufficient why is not the work of construction begun, in evidence of good faith?
