For a time it ac painfully ap parent that those who controlled the destinies of the educational facilities would become afflicted with the disease of antiquity and apread before the public a summer cottage in which to educate the county's children. But a fortu nate ihange of atmosphere brought the board around to the belief that the beet is none too good for the rising generation and Crook coun ty in consequence will soon be the home of a creditable High school building. And it is not altogether the fact that the board has seen fit to erect a building of the right caliber, but more, it is the moving policy evinced the disposition displayed tn keep abreast of the times and keep the county from taking a backward step. That reason more than all others is sufficient to sanction the extra expenditure in the construction of a suitable edi fice. The time has passed when "any old thing will do," and the move toward permanency in the Maintenance of public institutions was just right and nothing more. Now if the same spirit is expressed in the matter of securing a sub stantial court house, Crook county will have reason to feel proud of itself and the otlicials in office. And it must be borne ill mind that the county can secure both these new buildings without increasing its present tax levy, so the wail of . additional exjiene has already been laid on the. shelf. Moreover the whole matter is deendent up on the jieople themselves whether they shall at this time display a spirit of enterprise ami progrcssive . ness or fall hack again into a rut of indolence. Let it sutlice to add that Crook countv owes it to the brilliant future ahead to build u in the best possible manner all of the county institutions and it will lie a poor stick of a man who will lay a single obstacle in the path way of the march toward greater development and greater possibil ities. A CHANCE FOR THE HEARST PAPERS. Secretary Hitchcock has done nothing if he has not succeeded while serving as the head of the Interior department in supplying the Hearst papers with plenty of field notes for the next national campaign. The secretary's cry of fraud in everything pertaining to the public land.- will no doubt prove to be food and raiment for the Hearst supporters. And on the other hand Mr. Hearst himself has probably been looking for jti-t such a seasoned piece of meat as Mr. Hitchcock ill the pist eight een months has furnished. Every public person in every puhlic land state in the nest is a swindler. That was the conclu sion reached before it was proved and the Secretary is still working on the conclusion. The proof niac in a few instances come later. In ike meantime all others under the ban ( suspicion will touch lightly of public lands. To own a tract of government domain is to brand oneself a thief, an unpleasant fea ture to be sure and a man does not like to feel himself a thief even in his own home. And these are some of the fea tures that William Randolph is likely to pick up. It's a fine thin;: to go into a presidential campaign and lxiint with a finger of scorn at the multitude of public land ias calsmostof whom are Republic ans. That in itself, is suhstanre matter enough to form the basis of ft IMWerfu! saffron colored drag on the White House. Almost anyone would jump at the chance and Mr. W. R. will have to take some rather long jumps anyway. j .An Independent Newspaper Tli'imJiy at Tlw Journal lliiiMiii. VriMtrillf, OiiMn. PAPER OF CROOK THE ELEVATOR HOY MAY BE - (iL'JLTY. It develop that it is not a Prineville product and suspicion points its forefinger of guilt to the Oregonian Elevator Hoy who presides over the destines of the Bend Bulletin. And if the Elevator Boy wrote such an array of startling statistics he ought to know because he has' been in Crook county several months and has spent all of his time at Bend. The atmosphere there has been materially enlightened since his advent into the community. School difficulties, which were in ai shajie resembling an octopus, have been straightened out satisfactori ly; great irrigation schemes in volving the death of one ami the birth of another have reached a happy culmination; iegal statistics and political economy from the mouth of the Elevator Boy have found ready ears; the moral at mosphere has been materially cleansed, and all is pence and quiet since the great ami Truthful Elevator Boy landed with both feet and clean hands in the broad and fertile Deschutes Valley. He is held in such high esteem by his feilow constituents that his word is never doubted and in politics he is, of course, .in authority. So it comes to pass that if the Elevator Boy is the father of the article, 'Crook Leans Toward Moody he has again lteen found guilty of telling the truth, because Crook surely is leaning ami Mr. Moody will be crushed by the weight in the final fall. All baji to the Elevator Boy. N'o inilleni uin is needed when the Truth shines forth with such startling brilliancy from such a favored and enlightened spot as the Elevator Bov has made the Bend. The record of Mr. Williamson in congress is a credit to hisability He has been in office only a little over three months, and he has done more for his constituents than his predecessor did in two sessions of congress. His success in securing the passage of the re lief hill for the settlers in Sher man county is the only intelligent solution of thin problem that has ever been attempted. These citi zens will have their claims audit ed by a memht-r of the cabinet, ami this is the only business way that any effectual relief could lie given. The efforts of Mr. William son in this line shows that he is an indefatigable worker, and his suc cess in securing the passage of the bill demonstrates the fact that he understands legislative methods Mr. Williamson has proved him self a true friend of the people and an intelligent worker for their best interests. (Special to the Okook Cocstv Jocinal.) Portland, Ore. Mar. 17 The Mitchell faction of the Republican party has carried Multnomah county by a hie majority. The west side of the city stood solid for the Regular Republicans and iirac tically all county precincts have voted in fuvor of the Mitchell wing of the party. The success of the Mitchell Re publicans assures Mr. Williamson's nomination at the congressional convention in April, and his turn to Congress as representativi of the second district Of the two other counties which held their primaries vestenhiv Wasco has given a big majority for ex-representative, M.'A. Moody. 1'p to an early hour this morning he had secured 80 out the 107 did egates to attend the county con vention with a few precincts still to be heard from. heeler county is still in tin doubtful list. Not all of the re turns have lieen secured, but at tin present writing Moody has 1!) out of the 43 delegates to the county convention. There are still four or five precincts in the outlying districts to lie heard from The first returns received from the East side in Portland showed great gains for the Simon faction and for the first two hours indica tions Kinted strongly towards hiai carrying the city. The later re turns coming in from the West side, however, gav a 1 ig lead for the Regulars, and this was speedi ly argumented by the country pre cincts which have stood almost without exception for the Mitchell people.
