said that it was "a shame and
disgrace for any nation to ref'ise to
accept the good offices of The IIa,gue
Tribunal." John Bull refused to
submit his differences with Oom
Paul to The Hague and Mr. Car
neeie does not propose that he
shall escape unrebuked.
