The diminishing supply of water in many of the streams emanating from the region in this reserve is held to indicate necessity of action on the part of congress for the preservation of the small farmers' inUrests. Kill the water supply and a vast number of settlers will be driven from their homes, -and the feasibility of big irrigation and reclamation projects utterly de stroyed. It is the advance in na tional forestry thut has led to the setting apart of so many reserves the last few years, and the reser vation of this vast tract in'central Oregon is suid to be following out the same line.
