Discussing the contest for Congress between Moody and Williamson, he called attention to a report he had re ceived from Helena, when the Wool Growers' Association of the Northwest . met there. State Sen ator Williamson was one of the members from Oregon. This State had two or three other representa tives present, but Senator Wil liamson really appeared for all, as he was a good speaker, well in formed on all topics, made a fine impression and commanded close attention whenever he took the floor. At last came a discussion of the next meeting place. In the de liberations few persons had Oregon on the map, because of the urgent demands of other States, till Sen ator Williamson took the floor. In an address conspicuous for its :harminn style and convincing logic, he argued for Oregon. All listened, wavered in their previous purpose, and admittedly came near granting the request of the able Oregonian because of the strength with which he presented his State's case. " Voters can make comparison here, odious as comparisons usual ly are, especially to Moody men in the present instance. What would Moody have done there? A Hepp- ner paper informs us of the only known effort he ever male to speak to an audience. Pity for the struggling speaker overpower ed the auditors on that occasion that deep pity felt for the school boy mounting the platform for his little piece; and if our imagina tion is keen, we might fancy Mr. Moody stirring that convention of wool growers to a degree of tearful compassion 'by reason of his em barrassed bearing. But we think euch would not have - won the con vention, nor produced any apprec iable change. In this peculiar age, since idol worship is largely of the past, it is found that a wise-looking man, pompous in bearing and dignified as a marble statue does not receive the homage of the world. A man must act, think, do something, feel, know, talk. Oregon should not cherish the prospect of making her way by virtue of owl-like de meanor. Legislative Assembly at its next! ensuing session, one of which shall , be addressed to the Senate and the other to the House of Representa-; tives of he state of Oregon, one copy of which shall be delivered j by him to the President of the Sen ate and the other to Speaker of the House of Representatives after thej organization of such bodies, which ! officers shall open and lay the' Bame before the separate houses when assembled to elect a Senator in Congress as now required by law of Congress; and it shall be the duty of each house to count the votes and announce the candidate for Senator having the highest number, and thereupon the house shall proceed to the election of a Senator as required by the RCt of Congress and the Constitution of this state." Below we give a section of the bill passed at the last legislature which if followed out will ulti mately lead up to a constitutional amendment being enacted by Con gress, in order that the senators may be elected by popular vote of the people. Whether or not any action will be taken in the matter by the counties of the state in gen eral remains to be seen, but if the matter wan thoroughly understood there is no doubt but it would be utilized.
