5icckmen Should Organize
Elsewhere will he to mul a notice
or a meeting of the stockmen oi
ibis county to organise a perma
nent stockmen's association. This
.is a move that fhould liave been
inade some time ago as such an or
ganization is badly needed in this
county. A strong organization can
le effected and should be kept up to
be effective. There has been organ
izations heretofore in this county
that were supported in a ha'fheart-
ed way and which soon became on-
lv a memory. Snch organizations
are more of a detriment than any
thing else to the stock interests of
a community.
One of the principal reasons for
on effective organization in this
founty is the niafter of obtaining
grazing privileges on the forest re
serve which lies alongside the west
ern boundary of the county. Ac
cording to a recent ruling of the
interior department those owning
land nearest the reserve have the
first right to the grazing privileges
and so on in the order of the near
ness of their holdings. Heretofore
Dearly all of the reserve that of
right belongs to the stockmen of
this county has been taken by out
ride parties. This is largely due
to negligence on the part of our
stock owners who have not brought
the matter before those in author
ity in the proper manner. ,
The matter of grazing on the re
serve is not altogether important to
sheepmen, but cattle men should
see that as many of the sheep in this
county get permits on the reserve
as can be accommodated for the
reason that if they are kept in the
mountains there will be more grass
at home for cattle and thus avoid
the necessity of early fall feeding.
Besides a large number of the
smaller cattlemen can get along
nicely if they have summer range
so that they will not have to furn
their cattle into pasture until late
fall, as they can winter them with
out any trouble. Again, when for
eign sheep go through here to the
mountains, they are herded through
the range and when they comeback
it is the same and the consequences
are that there is nothing but a dust
bank for the sheep and cattle of
this county to feed on for the fall
and perhaps winter.
Forest Superintendent Ormsby
has written a letter to a citizen of
this place wherein he says thst last
year a number of Crook county
discrimination bud been made be
tween shopmen from this comity
and those from Wasco. lie dis
claims any intention to so discrim
inate and says in part: "I hope
the new management, which will
also transfer the power of allot
ment to a local board, will give
better satisfaction the'n I have been
able to secure. I wish also that
you would state for the benefit of
the shepwen that I cannot act in
the matter until I receive definite
instructions from the department."
With all due regard for Mr. Orms
by's position wo will say that he
has, no doubt, been dependent on
others for a great deal of his infor
mation regarding conditions pre
vailing in the reserve last year and
has formed a hasty conclusion " re
garding the trouble said to liave i
occurred between our sheepmen in
the reserve. ,
Furthermore our stockmen are
largely to blame for the conditions
existing in this county, because
they have had no organiza
tion and so have acted independ
ently of each other and produced
no results. Let us hope that on
the eighth day of March a strong
organization will be effected and!
from thenceforth conditions will
change. Concerted ef.'ort will pro
duce many beneficial results and
do away with the ill feeling hereto
fore existing between sheep men
and cattle men in this county, for
there is ample range for all if the
foreign sheep are kept out during
the summer.
