the pasturage of horses, cattle,
sbctip and goats on forest reserves.
The circular states, in addition to
mutters already generally known,
that no horses or cattle must be
pastured on the reserve until per

applicants will be given preference
in the following order: Residents
within tho reserve; nonresidents
owning stock ranches within re
serve; persons living near rexervc;
outsiders having some equitable
