Desert U to Ulooin.
At a meeting of the senators and
representatives from the arid and
wmi-arid states to consider the ir
rigation bill drafted bv a subcom
mittee on irrigation, it was agreed
unanimously to present the bill to
congress for its aetion, Xewlands
being sponsor in the house and
Hansbrough in the senate. It pro
vides that all moneys received from
the sale and disposal of public
lands in Arizona, California, Colo
rado, Idaho, Kansas, Montana, Ne
braska, Nevada, New Mexico, North
Dakota, Oklahoma, Oregon, South
Dakota, Utah, Washington and
Wyoming, including the surplus
lees and commissions in excess of
allowances to registers and receiv
ers and excepting the 5 per cent of
the proceeds of the sales of public
lands set aside for educational pur
poses, shall be set aside and ap
plied as a special arid land recla
mation fund.
The secretary of the interior is
directed to make the necessary ex
aminations and surveys, and to
locate and consolidate these irri
gation works, reporting to congress
at the beginning of each session
the results of examinations and
. surveys, with estimates of the cost
of all works. The bill empowers
the secretary of the interior to
withdraw from public entry the
lands required for any irrigation
works, and to restore them when in
his judgment they are not required
for irrigation purposes. The bill
authorizes the secretary of the in
terior to let contracts for the work
nd to limit the area per entry to
that reasonably requited for the
purpose of a familv. and . tu.

A day's labor is fixed at eight
hours. The bill prohibits the em
ployment of Asiatic labor. No
tight to use the water for land in
private ownership shall be sold for
tract exceeding 160 acres to any
one person, and no right shall per
manently attach until all payments
therefor are made. When the pay

tion of the lands irrigated, the
management and operation of, but
but not the title to, such irrigation
works, excepting reservoirs and
works necessary for their protec
tion, snail pass to the owners of
the lands irrigated thereby, to be
maintained at their expense under
rules and regulations to be pre
scribed by the secretary of the in
terior, who also is empowered to
acquire rights of property by pur
chase or condemnation.
The appropriation, use and dis
tribution of ihe waters rendered
available by the works provided
for in the bill shall be governed by
state and territorial laws, the right
to use the water being appurtenant
to the land irrigated, beneficial use
to be the basis, measure and the
limit of the right.

A Croat Urn ft.
"One of the cleverest grafting
schemes it was ever my lot to get
up against was that perpetrated by
a Colorado man," said James Sage,
formerly of Kansas City. "He was
county recorder out there on the
divide, and conceived a brilliant
plan to increase the receipts of his
oflioe. He had prepared elegantly
lithographed maps of a townsite in
his county. Under it were photo
graphs of the 'proposed waterworks'
the 'proposed electrio light plant,'
and other 'proposed' improvements.
He sent this prospectus broadcast
with a letter saying he would pre
sent one of the 25-foot lots to the
party to whom the letter was ad
dressed. All that was necessary
was to send 12.50 for recording the
deed. This looked like a bonanza
to the fellow who received the let
ter, and in most instances he has
tened to send the money. He got
his deed all right, and along with
it came a letter from the enterprise
ing landboomir, saying he could
secure the lot next to his in the
proposed city for the small sura of
$25. Well, of course, there was
nothing to jo but send the money.
All the recorder did was to enter
his land with the land office, which
cost him about $2.50 an acre. His
scheme was originally intended to
help out his fees, but the money
came in so fast that he was ready-
in a few months to retire. It was
most plausible scheme, and
know there are plenty of people
who are holding deeds to lots in
town in Colorado which is nothing
more than rocks and wire irrass.

dividuals who are not as wise as
Solomon are still born to the hour.
I was one of them, and hold a deed,
which I keep as a souvenir."

fallen heir to $2000, left him by-

died at phicago, says the Times.
Mr. Peterson was in the employ of
the dead grain king, as he was

Some time ago the editor of the
Eugene Register advertised that he
had found an article made of black
elastic web, which looked too small
for a belt and too large for a sleeve
holder, which the owner could have
by calling at the Register office.
