Enforcement of the eight-hour Jaw on government work. The census office should be made n permanent government bureau. He does not commend the reci procity treaties, but asks attention to them. Four thousand additional sea men and 1000 additional marines should he provided. That in nrid states the only right to water that should be recognized is that of use. The navy needs this yerr several additional battleships and heavy armored cruisers. That anarchy should be declared a crime against the human race by the treaties among civilized powers. Nothing should be done to dis turb the business interests of the country by any - general tariff change at this time. , That trusts should be supervised and regulated; that full and accu rate information .-egaruing them should be made public. That the president should by law have the power of transferring lands for use as forest reserves to the department of agriculture. A general staff should le created for the army, and the present staff and supply departments should be rilled by details from the line. That the federal courts should be ipiven jurisdiction o-er any man who attempts to kill the president or his constitutional successors. Immigration luws should ex t'luda all anarchists; educational test for immigrants, who should ulso be able to earn -'an American living." The Monroe doctrine should be continued as the cardinal feature of the foreign policy of all the na tions of the two Americas, as it is of the United States. Our militia law is obsolete and worthless, and the organization and armament of the National juard of the states Bhould be made identical ,with those provided for the regular forces. Indian tribal funds should be Woken up and divided into indi vidual holdings. The number of Ihdian agencies should be reduced, the ration system abolished, and the Indian treated as (in individual. That the federal government should build great storage works to reclaim hirge atid regions; that these land? should be reserved by j the government for actual settlers; and that tlte cost should, so far as possible, be repaid by. the land re claimed. A RubHlltnte for Itnbtirr, Thej-oung shoot of the Rocky Mountain greasewood plant has a milky sap, and the old wood a res' inous gum, which is soluble in car lion disulphid and in other known. hydrocarbon solvents of rubber. From the young greasewood sap two Inventors have discovered a method of making artificial India rubber, The plant is bruised be tween rollers, whereby the hark is loosened and the woody fiber of the larger stems crushed. The entire mass is then inclosed in a vessel, mechanically agitated, and.exposed to the action of carbon bisulphide, carbon disulphide, naptha.or other solvent of India rubber. After ex posure for some hours to the action of the solvent, heat being applied if necessary, the liquid is strained off. The liquid solvent and con tained gum arc then placed in a closed vessel and the volatile solv ent driven off by heat. The gum my mass that will not volatilize in the still or receiver is .then washed in water, either warm or hot, and is then subjected to repeated roll ings. The gum resulting is of a brown color, highly flexible and elastic, combustible, and seems to possess the characteristics of India rubber, except that it has rather a balsamic odor, differing from the odor of commercial rubber. The gum can be vulcanized by the ad dition of a quantity of sulphur in the same manner as the India rub ber of commerce. FlHh In Crater l.ki. It is said that J. S. Diller.the l S. geologist, has written to Dr. E. Kirchgessner, of Medford, from Washington, under date of Nov. 1, among other things regarding Cra ter Lake as follows: "During my visit there this sum mer (1901) we found some trout in Crater Lake fully 30 inches in length, and it is evident that the lake must have been stocked many years ago. Do you know of any one putting trout in the lake at an early date? If so I shall be great-1 K' nliltirprl fnr flpfitiitii itfirmitiin I concerning the matter." In 1897 the United States offi cials placed some trout in Crater Lake and those ot which Mr. Dil ler speaks must be some of them.
