house by Mattoon and passed that!
branch of the legislature. It was j
called up in the senate on February
22, next to the last day of the sess
ion, and was passed through three
readings. On motion of Marsters it
was laid on the table after having
beenread the third time and was lat-
er taken from the table. There is,
however no record of its having
passage. The journal of Feb. 23
shows that President Fulton signed
the bill, but that will not give it
life. The bill, so far as the record
shows, d d not pass, though as a
matter of fact it did pass. Salem
