It is perfectly clisr that Secre tary Hitchcock, the high and mighty, intends that the govern ment fhall hold on to all tho timber land in Oregon it has left, and that entrymen will secure their claims only after coming out victorious in a bitter struggle with department inspectors, to accomplish which end some of them are smart enough to admit they are the personifica tion of imbecility. The intention is evidently to hold all timber and stone entries in abeyance until con gress meets in November, when, doubtless, an entertaining para graph or two in the president's message to congress will deal with the act ot June 3, 1S7S. While the president and his secretary of the interior are honest, honorable men and are trying, so fir as circum stances vri'.l permit, to work for the best interests of the state and the United States, they are not for e moment to be regarded as infall ible, and the president' explana tion of how it happens that the cash purc haser of timber land is sat down upon and the scripper is allowed to proceed as if nothing bad happened, will do much to ward eliminating the unmistakable odor of graft that at present bov ers suceestivelv over the interior department. There is a law covering the mode of procedure in each case, and one of these ia recognized as right and proper, the other is considered ir regular and the legitimate claim ant is thrown out of court on the very slightest of excuses, and is only saved from a criminal prose cution by promptly subsiding minus NOO. Tha fact that tho government owes so many acres to the man who holds the scrip for them cuts no figure. If the royal Eecretary is helpless in one case he is certainly powerless in the other. He is acting on his own rulings most of the time, and doubtless knows his business. Of this more might bs said. It is also clear that rhose entry men who have long since proved up and paid out their money for tim ber lands within the limits of the recent withdrawal in Oregon and California wiil wait a long, long time for a clean title thereto At th expense of a long legal battle only is the claimant sure cf getting his patent. This may sound rather far-fetched to some, but recollect that a department which stops at nothing in turning down cash pur chasers by the wholesale on a pre text that is not a reason, will have no serup'ts in wiping out and for getting tho.e claims' that have al ready been proved up on. Congress will net repeal the tim ber and ttone law. That is almost a settled fact. It was tried at the last session, when the congressmen refused, and with good reason, too, , to listen to such a proposition. As it stands on the statute books the timber. and etone law of June 3, 1$78, is as fair and square as is possible. for any law to be made. It needs no criticism, no amend ments. It was passed by a quali fied congress and has been in the statutes, unchanged, for twenty-five years, through eleven sessions of congress, and the only man to dis cern disqualifying flaws in it is Secretary Hitchcock, who seems to be in a state of mortal terror lest the government will be forced to part with its sacred yellow pine by any other than the scrip method. The secretary if just now stronger than the state of Oregon. After he goes through a legal fight with capital that has vast holdings in timber to defend, however, a pin head will look very large m com parison with his. Noting with thanks your reporter's kindly notice of my pres ence on the fair ground in today's Oregonian, I am constrained to say I was thero to note tendencies; not as an exhibitor, being shut out by rule i;, because my flock was formed before the Merino register began (now numbering more than 20, mostly of diverse standards of points ) I received all the awards of value for the besl Oregou-bred fine wooled flock three years ago from the judge, but my chief raval objected ou the violation of rule 13, and tho Board of Agriculture sua taiued the plea and gave him the money, I suppose. For the same reason, besides general inferiority, he wns beaten in 1001 and 1W2 by the Italdwin Sheep & Land Com pany, who aro here for the third time with stock, which it is doubt ful can be surpassed in this or any other country. The B. S. A L. sheep, 55 in number, cover Ihe olasses of American improved Spanish Merino, American Delaine Merino and Hambouillet Merino. It is the enly Merino exhibit at this fair, but it is a single owner ship that can be a worthy expo sition of the means of maintaining and improving the present range llocks, which mu-t be four-fifths of our wool and mutton interests. Western Oregon is well repre sented by the English mutton breeds, so called. There are 104 Cotswolds, 74 Shropshire, 13 Por- selt Horns, 15 Southdowns, 14 Ox fords, 8 Lincolus and 4 Leicester, ! making an aggregate of 220 of the most popular mutton breeds. To these may be added 35 beautiful Angora goats. There are also with in reach of attendants at this fair 1C0 head of Lincjlu ewes, mostly yearlings, from Wyoming. Mosl of these English breeds will meet with no competition, and thero is a rule which denies the money award in such cases. J. Minto. Notice.
