Those who are trying to perpetrate this fraud and printed this coupon are hereby warned that they are suspected, and their work is too transparent to take ell'uct. Murdered In Cold Blood. James Jones, a sheepman, well known iu this vicinity, wis mur dered Thursday afternoon on the south fork of the John Day river 15 miles above Spray, and 50 miles dittsnt southeast of Fossil. John Click, who admits he did the shoot ing, has given himself up. The trouble between the two men arose over tho uso of sheep range. Last full Jones pulled a gun on Click. lh latter had him ar rested in Crant county, and he was bound over to the state circuit court under 1250 bonds. This was still pending at the time of the shooting. The murder appears to havo been premeditated. Jones was unarmed, and Click shot hira through the hand and body with a ritle. Jones died instantly. His body was taken to Mitchell. While Click admits his guilt ho refuses to dis eurs his motives. Oregon Mayflower. The people of Crook county will be pleased to learu that Thron Thronsen, who purchased the mines on Crooked river some time ago of Mr. McAllister, is now busily mak ing arrangements to placo machin ery theroin, preparatory to sinking a 300 foot shaft. It U our firm belief that under Mr. Thorusen's management these mines will become property that will be valued very high. Mr. Thomson, who is a mining expert, examined these mines thor oughly before purchasing them, and satisfied himself as to their im mense richness. The mines have been incorporated under tho laws of the state of Washington with the principal placo of business at Day ton. It is named Oregon May flower eompany and has a capital stock of $1,000,000 with shares at $1 each. S. P. S. Wins. Sunday afternoon the S. P. S. boys defeated tho Prinevillo boys iu a close and exciting game, the scoro at the close of nine hard fought innings standing 3 to 4. This is tho first defeat of tlio Prinevillei this season and the 8. P. 8. boys feol highly elated over their victory. The day was anything but a good one for baseball, a cold, raw wind blowing the entire afternoon and at times tilling tho eyes of the players and speotators with dust, but through it all they battled nnd struggled for supremacy. It is one ol tho most important measure p.issed by that body and all should study its provisiens carefully. Section 1. A board is hereby es tablished, which shall be known under tho name and style of the state board of health. It shall eonsist - of seven members, as follows: Six mem bers, who shall bo appointed by tho governor, with the consent of the senate, tho various section, of the state being represented a, far is practicable, an J a sjerelary a provided by suction -1, all to bu phy sicians and especially selected for their fitness and public spirit. The six members first appointed shall bo so designated by the governor that tho term of office of three shall expire every two year.-), on the fif teenth day of January. Thereafter, the governor, with the consent of the senate, shall biennially appoint three membois, to hold their ollice for four years, ending on January 15. Any vacancy in slid board may be filled by tho govenor. Section 2. The stale board of health shall have general supervi sion of the interests of the health and life of citizens of the state. It ahnlt keep the vital statistics of the stale, and make sanitary investi gations and inquiries respecting tho caues and prevention of dis eases, especially of epidemics, in cluding those of domestic niiimals. It shall study the causes of mortal ity, and the effects of localities, em ployments, conditions, foods, bever ages, habits and circumstances of tho health of tho rjeople. It shall make, and is hereby empowered to enforce such quarantine regulations as seem best for the preser vation of the public .health, and it shall be tho duty of all police otli cers, sherifTs, constables, and all county oflicers and employees of the state, to enfaroo such regula tions, subject to the authority of the health ollicer. Section 3. The board shall meet annually at Salem, and shall also hold special meetings when and where the board may provide, as frequently as the proper ud elliciont disshargoof its duties may require. Three (shall constitute a quorum for tho transaction of business- It shall elect, from its own number, a president, and may adopt rules and by laws, subject to Ihe provisions ot tins act. have authority to send its secretory, or a committee of the board, to any part of the state, when deemed nec essary, to investigate tho cause of any unusual disease or mortality, or especially d&.igerous diseases. Section 4. At its first meeting, or as soon thereafter as a competent and suitable person can be secured, the board shall elect a secretary, who shall, by virtue of such elec tion, become a member of the board and its executive otlieer, and his ofllcial title shall bo known as state health officer, who shall b a regu larly graduated and reputable phy sician Section 5. The secretary shall hold his oflice so long as ho shall faithfully discharge the duties thereof, and may be removed for just cause at a regular or special meeting of the bourd, a majority of the members vating therefor, lie shall perform tho duties prescribed by this act, or required by the hoard.
