It will take some time lor its dissemination among the Filipinos, but it is expected to be of considerable service and to make more rapid the improvement in the situation which set in some ! time ago and which has become much marked of late. "Tbe country has declared un mistakably in favor of peace. So be it. There has been enough blood, enough tears and enough desolation. This wish cannot be ignored by the men still in arms if they are animated by a desire to serve our noble people, which has thus clearly manifested its will. "By acknowledging and accept ing the sovereignty of the United States throughout the Philippine archipelago, as I now do, and with out any reservation whatsoever, I believe that I am serving thee, my beloved country. May happiness be thine." To signalize this important step in the pacification of the country, General MacArthur orders the re lease, on swearing allegiance to the United States, of 1000 insurgent prisoners. General MacArthur and General Bates, the commander of the De partment of Southern Luxon, who is shortly to sail for the United States, reviewed today the Forty- fifth and Forty sixth Volunteer In fantry, which will sail for horns on the transport Sheridan Monday next. During the past week, 2S8 rifles have been surrendered. The extent of the commissary ed from General MacArthur. This, came to band April 10, and differs slightly in phraseology from that made public in Manila. General MacArthur informed the depart' ment at tbat time tbat the mani festo had been prepared by Aguin aldo with the assistance only of the two staff officers who were with him at the time he was captured. Secretary Root declined to be in-, terviewed on the subject of the manifesto, further than to say that it was dignified in tone and admir ably constructed. The Quartermaster General's De partment has purchased a trans port at Manila to carry animals from that port to various island stations, relieving the larger trans ports of that duty. The new trans port has been named the Liacum, in honor of Colonel Liscum, who was killed at the battle of Tien Tsin. Boer. Capture Supply Train. East London, Cape Colony, Fri day, April 19. A train loaded with cattle and coal was captured by the Boers near Monteno, Cape Colony, last evening. The forward locomotive escaped and ran to Stormberg and returned with the troops, who found the train on fire. A couple of natives were, killed. Train bands bad been stripped and then released. Cnlneea Troops Ordered Back. Pkkin, April 19. In conse quence of strong representations t the Chinese Government, an im perial decree, dated Tuesday, April 16, has been issued, ordering the Chinese troops at lluai Lu ton move immediately outside the great wall.
