necessary. On the naturalization
laws his views are wise. He as
aerts that a foreigner should be
come thoroughly acquainted with
oar system of government and the
duties of a citizen before he is ad
mitted to citizenship. He swells
up amazingly over the nation's
' foreign policy and declares the
United States shall be respected
abroad. His views of civil serv
ices though no doubt fell like a
cold blanket upon the hungry office-seekers
who were waiting rec
ompense for tVieir services to the
G. 0. P., as he propose? to act cau
twUBlyJ regarding removals from
office and making appointments.
He favors diminishing the surplus
by liberal pensions, building a big
nary and paying off the nation
al debt, but this must be done
without tampering with the sacred
protective taritf. His address did
not, as some of the anxious aspi
rants for the presidency in the re
pnblican party hoped it would, as
sert that he would not be a candi
date for re-election. Taken through
out the address is a rather r.on-
commital and from it one cannot
jndge what the principles of the
new adruinibtration are to be.
SCARED WITHOUT CA USE.
It seems that some people in the
outside world are determined to
have some horsethleves hanged in
Prineville, regardless of the wishes
or intentions of the people here.
Last week the Portland dispatches
to the S. F. Call had a vigilance
committes organized in Crock
county; and the Oregonian, having
got a scare, in its last Sunday's is
sue says:
"The Prineville Npic? believes
there is an organized band of horse
thiuves in Crook and adjoining
counties. There is talk of organ
izing an "association" for the pro
tection of stock in the region nien
aricjJ by this bund. The motto of
such an association, is "short shrift
and long rope," and its object' is to
put horsethieves, without expense
to the state, where there is no dan
ger that executive pardon will
reach them."
We desire now to set the minds
of these would-be news mongers at
rest regarding the organization of
this association and the danger of
horsethieves being summarily dealt
with. The Crook County Stock
mens' Association has been organ
ised, constitution and by-la wg
adopted and oilicers elected, an ac
count of which was given in last
week's 'Revtdw. The constitution
Sd by-laws of the association are
the office of the First National
Bank of Frincvill, open fur inspec
tion by any one. There is not a
word in them about "short shifts

hesitate to come to a locality where
mob law is repotted to exist. The
reputation Pvineville acquired in
the past should not be treasured
up against it now, and cause the
hovl of "-vigilantes" to be raised
every time the stock raisers make
a move for self-protection, espec
ially when their movements arc
open and the redn-es is sought
through the medium of courts.
THE LA ST HOPE GONE.
For over two years a bill, intro:
duced by Senator Dolph, has. been
pending in congress, which on its
face appeared to be a bill for the
forfeiture of lands granted certain
wagon roads in Oregon. The bill
has been opposed by. Ibis' paper,
for the reason that if it becomes a
law it virtually settles the" title of
the lands in favor of the road com
panies. The bill passed the sen
ate some time .go and from the
following Washington dispatch of
March 1st, it is learned that the
bill has passed the house:
"The house to-day passed the
senate bill directing the attorney
general, within six months after
tl e passage of this act, to cause
suit to be brought in the name of
the United States in the United
circuit court for the district of
Oregon, against all persons, firn?
and corporations claiming to own
interests in lands granted to the
state of Oregon to aid in the con
struction of different wagon roads
in Oregon. The suits are to de
termine the question of seasonable
and proper completion of the same
ro.ids, in accordance with the terms
of the granting acts."
This virtually settles the -question
of title, and the settler who
lias cherished the hope 'that some
day his rights would be recog
nized and he would get a title to
read lands he had settled upon
may consider his hope at an end.
Suit will be begun in the U. S.
iourts, and the road company will
come in as an innocent purchaser
iind claim the record of the com
pletion of the road was good and
efficient at the time of its purchase,
which no doubt will be the finding
of the court, and the cot
title will be confirmed.
